Denis O'Donovan: It is like putting the cart slightly before the horse. In other words, the Schedule is agreed to first, followed by the sections of the Bill. I do not believe it makes any practical difference. It is a long-standing tradition when dealing with constitutional amendments. Senators will still have a chance to speak to the sections.
