- Report of the Committee on Procedure on Dáil Divisions: Statements (24 Oct 2019)
David Cullinane: This is a very serious matter, which the Ceann Comhairle and the Oireachtas have taken very seriously. There is a report before us. Deputy Micheál Martin spoke of balance but this is not about balance; it is about right and wrong. Balance should be taken as a given. The Deputy knows, as do the Deputies involved, that it was wrong for members of their party to vote twice. For Deputy...
- Report of the Committee on Procedure on Dáil Divisions: Statements (24 Oct 2019)
David Cullinane: Instead, we got an attack on Fine Gael and Sinn Féin and a very partisan speech in an attempt to muddy the waters, because that is what Fianna Fáil does. I will read some extracts from the report. Deputy Dooley stated that he told Deputy Niall Collins "I'll see you at the vote but I have to make a call". When asked about what he meant by pointing at the seats, Deputy Dooley...
- Report of the Committee on Procedure on Dáil Divisions: Statements (24 Oct 2019)
David Cullinane: Deputy Dooley should come clean.
- Report of the Committee on Procedure on Dáil Divisions: Statements (24 Oct 2019)
David Cullinane: Deputies Collins and Cowen should come clean and stop hiding behind nonsense. It is as plain as the nose of everybody's face what happened here, yet these Deputies are trying to take the Irish people for fools. This is very serious and people want the facts, but they have not got the facts from these Deputies. It is absolutely appalling that Deputies are voting for other Deputies when they...
- National Children's Hospital: Statements (24 Oct 2019)
David Cullinane: Last week, the State's chief procurement officer resigned from the development board of the national children's hospital. It is being reported that he resigned over the spiralling costs of the project. That is what is being reported but it does not necessarily mean that it is the case. We do, however, need to get to the bottom of why he resigned. It is a big deal and it does matter. We...
- National Children's Hospital: Statements (24 Oct 2019)
David Cullinane: Is it five minutes for questions and answers?
- National Children's Hospital: Statements (24 Oct 2019)
David Cullinane: The Acting Chairman should mellow or relax. He should take a deep breath. I have no problem putting my questions and I will use my five minutes as best I can. I thank the Acting Chairman for his guidance.
- National Children's Hospital: Statements (24 Oct 2019)
David Cullinane: Will the Minister inform the House as to whether there have been any additional costs aside from those of which we have already been informed by the Minister? Will he give the updated figure on the estimated overall cost? A number of Deputies mentioned there may be new design issues, which have been put in the public domain. Will the Minister inform the House if there are new design issues...
- Written Answers — Department of Communications, Climate Action and Environment: Waste Disposal Charges (24 Oct 2019)
David Cullinane: 215. To ask the Minister for Communications, Climate Action and Environment the estimated full-year cost of monitoring the prices of residential waste collection; and if he will make a statement on the matter. [44044/19]
- Written Answers — Department of Culture, Heritage and the Gaeltacht: Environmental Policy (24 Oct 2019)
David Cullinane: 359. To ask the Minister for Culture, Heritage and the Gaeltacht her plans to support nature and biodiversity on a whole-of-Government basis; her plans for future funding of the national biodiversity data centre; and if she will make a statement on the matter. [43885/19]
- Public Accounts Committee: Business of Committee (24 Oct 2019)
David Cullinane: The way we were presented with the figures is very unsatisfactory. I had to contact the secretariat to figure out what exactly the figures meant. It is not the way to present figures to the Committee of Public Accounts. We sought the deficit year on year but what we received was a copy and paste of a chart from what I imagine is a set of accounts. It is not clear what exactly the figures...
- Public Accounts Committee: Business of Committee (24 Oct 2019)
David Cullinane: Our reply needs to be clear. It should state it is unsatisfactory for WIT to give such a response, and that we want a detailed explanation of the deficit year on year and the reason for the deficit, because it seems to have increased. There are also consolidated accounts, given that a consolidation exercise was carried out in 2014.
- Public Accounts Committee: Business of Committee (24 Oct 2019)
David Cullinane: There has been some positive movement in the past year and the institute seemed to address the deficit. A cost containment plan was put in place, for example. Nevertheless, there has been an increase from €2.4 million to €9.5 million. It is my understanding that institutes of technology are not allowed to be in deficit.
- Public Accounts Committee: Business of Committee (24 Oct 2019)
David Cullinane: We are only guessing.
- Public Accounts Committee: Business of Committee (24 Oct 2019)
David Cullinane: In our reply, we should ask whether the financial controller signed off on the correspondence.
- Public Accounts Committee: Business of Committee (24 Oct 2019)
David Cullinane: If the financial controller allowed the schedule to be sent to the Committee of Public Accounts as formal correspondence, it is shocking and raises concern. I echo the Chairman's views on the matter. There is an issue at the highest level.
- Public Accounts Committee: Business of Committee (24 Oct 2019)
David Cullinane: Yes.
- Public Accounts Committee: Business of Committee (24 Oct 2019)
David Cullinane: We should welcome the fact that we got a comprehensive report from them. I echo the points that have been made. There does seem to be benefit coming from the fact that we are shining a spotlight on the issue, which is good. I understand some of the reasons that have come back and it gives us a greater understanding as to why there is non-compliance. However, the overall figure of...
- Public Accounts Committee: Business of Committee (24 Oct 2019)
David Cullinane: Would it be possible to get some information from the Comptroller and Auditor General, the Department of Public Expenditure and Reform, or the Office of Government Procurement, OGP, in advance of them coming in? First, any time there is an audit opinion given, we go through them here and there is the amount for each organisation. Of the 40 plus organisations that are audited, is there an...
- Public Accounts Committee: Business of Committee (24 Oct 2019)
David Cullinane: If we could get an up-to-date figure on that, it would be helpful. Second, could we get some flavour of what areas the problems are in? Information technology, IT, would appear to be one area. Could we see in what area is the most consistent failure to see where the patterns are? What organisations or Departments are the worst offenders? Can we have a breakdown of the value of the...
