Shane Ross: It is a matter for the insurance companies in both jurisdictions to communicate with people that they will need to carry green cards in that situation, and I expect them to do that.

Shane Ross: Yes, people will be required to carry a green card. The insurance companies will issue the cards on demand rather than automatically. It will be a requirement.
