Éamon Ó Cuív: What the Minister could do is say the tax relief is only on X amount per hectare. A person can pay what he or she wants; it does not control the market. Say, for example, the person letting the land could only claim a tax relief. If one buys private health insurance, which takes pressure off the public system, one can only get X amount of tax relief.
