Seanad: Irish Nationality and Citizenship Bill 2004: Report and Final Stages. (8 Dec 2004)

David Norris: I would be worried about commitments because we got the definition of a commitment yesterday in the newspapers; it is not legally binding.

Seanad: Irish Nationality and Citizenship Bill 2004: Report and Final Stages. (8 Dec 2004)

David Norris: You are very welcome.

Seanad: Irish Nationality and Citizenship Bill 2004: Report and Final Stages. (8 Dec 2004)

David Norris: That is right. Well done.

Seanad: Irish Nationality and Citizenship Bill 2004: Report and Final Stages. (8 Dec 2004)

David Norris: I move amendment No. 2: In page 7, between lines 7 and 8, to insert the following: "(iv) if the person was born to parents one of whom is declared a refugee after the date of birth of that person, and the parent is thereby entitled to reside in the State without any restriction on his or her period of residence (including in accordance with a permission granted under section 4 of the Act of...

Seanad: Irish Nationality and Citizenship Bill 2004: Report and Final Stages. (8 Dec 2004)

David Norris: To deal with the Minister of State's last point, that is a slightly different matter. People who come in and use education as a subterfuge and disappear into the undergrowth are very different from those who spend five years studying here. Although I respect and accept the Minister of State's experience, it is not directly applicable in this case and I am sure that, on mature reflection, he...

Seanad: Irish Nationality and Citizenship Bill 2004: Report and Final Stages. (8 Dec 2004)

David Norris: However where they do not remain as students and welsh on that agreement there is a good case for expelling them. They are not the kind of people of whom I am thinking. It depends on the definition of "student". If people are taking courses at reputable third level centres of learning, then it seems they are precisely the kind of people who would be useful in this country. The Minister of...

Seanad: Irish Nationality and Citizenship Bill 2004: Report and Final Stages. (8 Dec 2004)

David Norris: Me? I never scaled those dizzy heights. I am a mignon.

Seanad: Irish Nationality and Citizenship Bill 2004: Report and Final Stages. (8 Dec 2004)

David Norris: Mignon. Mignonette, if you like.

Seanad: Irish Nationality and Citizenship Bill 2004: Report and Final Stages. (8 Dec 2004)

David Norris: I join in what my colleagues have said. I thank the Minister of State and also the officials, who were helpful and gracious during the passage of the Bill. I very much thank the Minister for Justice, Equality and Law Reform, Deputy Michael McDowell, because he showed great respect, coming into the House, spending a long time here and teasing out the issues on Committee Stage. He did not see...

Seanad: Order of Business. (9 Dec 2004)

David Norris: Hear, hear.

Seanad: Order of Business. (9 Dec 2004)

David Norris: Does the Leader share my concern at the statement by Colin Powell that we should look beyond Iraq? It suggests to me that Mr. Powell, in a form of queasy hypocrisy which one has come to expect from the Goering of the Bush regime, wants us to overlook what has been happening in Baghdad, Falluja and Abu Ghraib. I would like the Leader to draw to the attention of the Minister for Foreign Affairs...

Seanad: Order of Business. (9 Dec 2004)

David Norris: Shame on you for smiling. You are very good on humiliation of other people but you do not seem to care very much about the humiliation of these unfortunate Iraqis.

Seanad: Order of Business. (9 Dec 2004)

David Norris: I presume that you, a Chathaoirligh, was as offended as I was by the sniggering on the opposite side of the House.

Seanad: Order of Business. (9 Dec 2004)

David Norris: This torture continued after the revelation of the abuse. In light of that fact, we should also ask the Minister for Foreign Affairs to require from the occupying forces a statement on what is happening in Falluja, where there is no monitoring whatsoever. The silence there is very worrying. Will the Leader ask the Minister for Justice, Equality and Law Reform why the Garda authorities in...

Seanad: Order of Business. (9 Dec 2004)

David Norris: I have spoken about them in the House and at the Oireachtas Joint Committee on Foreign Affairs.

Seanad: Order of Business. (9 Dec 2004)

David Norris: The pub is known as "the confession box". Perhaps they are doing penance.

Seanad: Road Traffic Bill 2004: Second Stage. (9 Dec 2004)

David Norris: I thank Senator Quinn for sharing his time. He takes a serious view of the matter and has published an important article on it. I have heard him speak on the issue on many occasions and agree with much of what he says. It is easy for the Minister and the Minister for State to talk as they have drivers, but I speak as an ordinary motorist.

Seanad: Road Traffic Bill 2004: Second Stage. (9 Dec 2004)

David Norris: I do.

Seanad: Road Traffic Bill 2004: Second Stage. (9 Dec 2004)

David Norris: I remember that.

Seanad: Road Traffic Bill 2004: Second Stage. (9 Dec 2004)

David Norris: It is just friendly banter. I am sure the Cathaoirleach will agree that in the Christmas spirit we are entitled to a little lightness. The Minister of State is right, I did get out of my car. Perhaps I was wrong. A woman behind me complained and I had to jump back into the car.
