- Written Answers — Department of Agriculture, Food and the Marine: Tax Code (8 Feb 2022)
Charlie McConalogue: One of a range of measures within the Housing for All Strategy, the objective of the Residential Zoned Land Tax is to provide an incentive to landowners to build homes. It applies only to serviced land that is zoned suitable for residential development. The Department Of Housing, Planning and Local Government estimates that it is expected to impact 7,000 hectares to 8,000 hectares of...
- Written Answers — Department of Agriculture, Food and the Marine: Brexit Issues (8 Feb 2022)
Charlie McConalogue: The Government remains in close and on-going contact on this issue with the UK Government, with Northern Ireland representatives and with the European Commission and EU partners, but I have not had direct contact with my counterpart in Northern Ireland, since the order to stop checks issued. The instruction by the Minister of Agriculture in Northern Ireland to cease post-Brexit sanitary...
- Seanad: Sea-Fisheries (Miscellaneous Provisions) Bill 2021: Second Stage (9 Feb 2022)
Charlie McConalogue: I am thankful for the opportunity to introduce the Sea-Fisheries (Miscellaneous Provisions) Bill 2021 to the Upper House. By way of background, I advise Senators that EU Council Regulation No. 1224/2009, known as the control regulation, requires, inter alia, that member states implement a points system for serious infringements of the rules of the Common Fisheries Policy, CFP, committed by...
- Seanad: Sea-Fisheries (Miscellaneous Provisions) Bill 2021: Second Stage (9 Feb 2022)
Charlie McConalogue: I thank Senators for their contributions. One of the key things that came through in two or three of the contributions was the issue of beyond reasonable doubt. I will touch on that matter first. The standard of proof used in the determination of an appeals officer is the balance of probability. It is a matter that has been raised throughout the progress of this Bill. It has not only...
- Ceisteanna ar Reachtaíocht a Gealladh - Questions on Promised Legislation (9 Feb 2022)
Charlie McConalogue: I thank the Deputy for raising this matter for the first time with me today. It is a matter I have been working on for a significant number of weeks now and through the end of last year as the crisis emerged in the pig industry. I have met representatives of the Irish Farmers Association national pig committee directly and last week I attended a meeting of the vast majority of pig farmers...

- Written Answers — Department of Agriculture, Food and the Marine: Legislative Measures (9 Feb 2022)
Charlie McConalogue: The Animal Health and Welfare and Forestry (Miscellaneous Provisions) Bill 2021 that is currently going through the legislative process, will provide for the statutory prohibition of fur farming. It is acknowledged that the prohibition will impact on farm businesses that are currently operating business in accordance with the law. For this reason, the legislation will make provision for a...
- Written Answers — Department of Agriculture, Food and the Marine: Animal Sales (9 Feb 2022)
Charlie McConalogue: Department officials are not aware of the Animal Identification and Movement System (AIM) being unavailable at Ballybay mart or impacted by any technical difficulties in 2021. Marts are required to notify movements of animals via web service to AIM. Occasionally, movement notifications are stored “offline” if the AIM webservice is temporarily unavailable. Any...
- Written Answers — Department of Agriculture, Food and the Marine: Agriculture Industry (9 Feb 2022)
Charlie McConalogue: There is no rule limiting the number of movements of cattle for beef production. Such specifications are entirely a commercial matter and are not conditions imposed by my Department. In-spec bonus payments are made in respect of cattle which meet certain market specifications demanded by trade customers. The four movement specification to which you refer is an example of this.
- Written Answers — Department of Agriculture, Food and the Marine: Forestry Sector (9 Feb 2022)
Charlie McConalogue: The COFORD Council is a stakeholder platform to advise my Department on issues related to the development of the forest sector in Ireland. The existing Council sets its own priorities and has a number of working groups which provide advice on a wide range of areas including climate change, forest genetics resources, ecosystem services and timber forecasting. The COFORD Wood Mobilisation...

Charges for the use of the facilities at each of the six Fishery Harbour Centres are set out in secondary legislation by means of the Fishery Harbour Centres (Rates and Charges) Order 2012 (S.I. No. 214 of 2012)...
- Written Answers — Department of Agriculture, Food and the Marine: Fishing Industry (9 Feb 2022)
Charlie McConalogue: I am acutely aware of the increases in the costs of doing business over the past year, for fishers, farmers and indeed across all sectors of our economy and society. The Deputy will be aware that the Government is currently carrying out a widespread review to consider what steps it can take in the short term to alleviate some of the inflationary pressure which households and businesses are...
- Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Farm Costs (10 Feb 2022)
Charlie McConalogue: I propose to take Questions Nos. 99 and 102 together. I thank the Deputies for the questions. I am acutely aware of the impact of rising input costs on farmers, family farms and businesses, as highlighted in the Deputies' questions. The very significant rise in fertiliser prices in the past year, particularly in recent months, is concerning. There are a number of factors at play in the...
- Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Farm Costs (10 Feb 2022)
Charlie McConalogue: I thank the Deputies. Deputy Carthy can see from the actions I took at the end of last year in asking Teagasc to do a significant roadmap for how we can make even more efficient use of our organic fertiliser that this is an issue of which I am aware. I tasked Teagasc with that last year and published the roadmap two weeks ago. I am very much aware of this emerging issue and continue to...
- Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Farm Costs (10 Feb 2022)
Charlie McConalogue: I thank the Deputies. Deputy Carthy asked about the Brexit adjustment reserve. I am open to hearing any suggestions he has specifically on that issue. This is obviously a Europe-wide issue. I do not think the energy prices relate directly to Brexit because every country is experiencing increases. Indeed, fertiliser prices are a challenge across the world. For the Brexit adjustment...
- Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Farm Costs (10 Feb 2022)
Charlie McConalogue: -----but the reality is the party is in favour of the carbon tax. It is only the very narrow and marginal increase Sinn Féin is against.
- Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Farm Costs (10 Feb 2022)
Charlie McConalogue: It is obviously part of Sinn Féin's plan to transition to government. It intends to go from totally opposing something and everything, as in the case of the carbon tax, to now only opposing the marginal increase.
- Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Farm Costs (10 Feb 2022)
Charlie McConalogue: From the agricultural point of view, the sector is one of few where farm family enterprises have a double counting mechanism so that increases in carbon tax do not impact within the farm. There is a challenge there relating to contractors, where it will have an impact.
- Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Rockall Island Ownership (10 Feb 2022)
Charlie McConalogue: I thank the Deputy for raising this question, which is particularly important for a significant number of fishermen, numbering some 25 or 26, who fish for squid and haddock inside the Rockall 12-mile zone. He referred to the estimated financial costs associated with this. As he knows, I received the task force report, Navigating Change, last October. The impact of the loss of access to...
