John Cummins: If someone is renting from a family member and is not living rent free but paying rent, which a lot of people do, the only option they would have ticked would have been a private landlord because they would not have ticked a local authority nor would they have ticked a co-operative housing trust.

- Joint Oireachtas Committee on Housing, Planning and Local Government: Analysis of Private Rental Sector Discrepancies: Discussion (10 Oct 2023)
John Cummins: I am just thinking that there are scenarios where somebody is in a nursing home or somebody is availing of the house. There are a lot of houses where somebody might be in a stopgap situation where their mortgage has been approved or they are waiting for a house, or they are stuck for a property and they go into a family member's house. I know of a lot of people in this position. I am...
- Joint Oireachtas Committee on Housing, Planning and Local Government: Analysis of Private Rental Sector Discrepancies: Discussion (10 Oct 2023)
John Cummins: Perfect. I will ask the RTB about the dispute resolution issue. We had a discussion about it when RTB representatives attended the committee this time of last year, from memory. How many disputes is the RTB involved in this year? Officials suggested there may be approximately 8,000 disputes to year end in 2022. Did that materialise?

- Joint Oireachtas Committee on Housing, Planning and Local Government: Analysis of Private Rental Sector Discrepancies: Discussion (10 Oct 2023)
John Cummins: Mr. Byrne said he aimed that by mid-2024 to have 40% of cases dealt within ideal timeframes which he described as between four to six weeks for mediation and 12 weeks for adjudications. Is that still desirable? Is that still the target? Regarding the RTB annual report, Mr. Byrne said there were targets and it was going to set out those targets by quarter 3 but I do not see them set out...

John Cummins: I am out of time and have asked all of my questions but the RTB has in its annual report that it will set those out by quarter 3 and it has not. When will those target times be published on the website?

- Seanad: Budget 2024 (Public Expenditure, National Development Plan Delivery and Reform): Statements (10 Oct 2023)
John Cummins: I thank the Minister of State and his colleagues for their work on budget 2024. As I said in the previous debate, the fact that only three Opposition Members have spoken in the House this evening is testament to the fact that the Government has clearly put significant measures in place to be able to assist the public with the cost-of-living pressures they face. The budget is framed with a...

John Cummins: I thank the Cathaoirleach for welcoming my guests from Waterford. I hope they enjoy their visit to Leinster House. I reiterate the comments by my colleague, Senator Lombard, regarding the serious flooding in the south of the country at the moment. A status orange rainfall warning will remain in place until after lunchtime. The evidence locally across my constituency of Waterford is that...

John Cummins: The Cathaoirleach will give me a little latitude in recognition of the more than 70,000 junior cycle students receiving their results across the country today. I congratulate them, their teachers and their parents. They had a very difficult time over the past three years of the Covid crisis. They are to be congratulated on their results today.
- Seanad: Nithe i dtosach suíonna - Commencement Matters: Weather Events (24 Oct 2023)
John Cummins: I thank the Minister of State for taking what I feel is a timely Commencement matter this afternoon on the need for a more specialised and location-specific warning system for extreme weather events in light of the recent flooding experienced in my own county, Waterford, Cork and many other areas.I acknowledge at the outset the utter devastation that businesses and home owners have...
- Seanad: Nithe i dtosach suíonna - Commencement Matters: Weather Events (24 Oct 2023)
John Cummins: I thank the Minister of State for his response. Unfortunately, there are no timelines for the implementation of a more localised approach. Perhaps he could follow up with a written response to me in that regard. While generalised weather warnings might have been appropriate yesterday from the north tip of Kilkenny down to the south of the county, often, as was the case last week and this...
