Pat Rabbitte: I agree with the Minister that if abuse of the relief occurs it would be entirely appropriate for the Revenue Commissioners to take this action. If it results in the savaging and further penalising of first-time buyers it would be entirely inappropriate at a time when all one has to do is read the newspapers to find other areas the Revenue Commissioners might focus on more appropriately.
