Joint Oireachtas Committee on Disability Matters: An Inclusive Education for an Inclusive Society: Department of Education (25 Jun 2024)

Micheál Carrigy: I have one last question. An issue that comes up in every school is cover for people on leave. Some of the teachers working in special education centres do not get leave days for certain issues. Something arose today for two members elected to the local authority in Longford. There has been a change in the schedule for municipal meetings, which will now be held at 11 a.m. These two...

Joint Oireachtas Committee on Disability Matters: An Inclusive Education for an Inclusive Society: Department of Education (25 Jun 2024)

Micheál Carrigy: There has been a change to what was the norm for the past 20 years, and it has put elected members in a situation. That is not acceptable.

Joint Oireachtas Committee on Disability Matters: An Inclusive Education for an Inclusive Society: Department of Education (25 Jun 2024)

Micheál Carrigy: I asked about speech and language assistant positions.

Joint Oireachtas Committee on Disability Matters: An Inclusive Education for an Inclusive Society: Department of Education (25 Jun 2024)

Micheál Carrigy: I am asking about the assistant positions rather than speech and language therapists who have done the four-year course. I am speaking about the speech and language assistants on the ETB courses that will start. Five ETBs will have speech and language assistant courses. I do not know what FETAC level the course will be at.

Joint Oireachtas Committee on Disability Matters: An Inclusive Education for an Inclusive Society: Department of Education (25 Jun 2024)

Micheál Carrigy: I thank the Minister of State.

Joint Oireachtas Committee on Disability Matters: An Inclusive Education for an Inclusive Society: Department of Education (25 Jun 2024)

Micheál Carrigy: Have we developed a model or a template as to how schools that have special classes should run? I do not think that, heretofore, there has been, and it is very dependent on the principal, and the principal decides what teacher goes into the class. Are we going to send out guidelines to schools with regard to what teachers teach in the special classes - that is, teachers with experience, so...

Joint Oireachtas Committee on Disability Matters: An Inclusive Education for an Inclusive Society: Department of Education (25 Jun 2024)

Micheál Carrigy: Unfortunately, that is not happening in a lot of schools.

Joint Oireachtas Committee on Disability Matters: An Inclusive Education for an Inclusive Society: Department of Education (25 Jun 2024)

Micheál Carrigy: In some cases, kids may be in mainstream but then step back into the special class setting. We need guidelines there for all schools rather than led by the management because sometimes it is not what it should be. I compliment the Minister of State. I know she is a colleague of mine. She has been excellent in the role since she took on the position.

Seanad: Nithe i dtosach suíonna - Commencement Matters: Broadcasting Sector (3 Jul 2024)

Micheál Carrigy: The Minister of State is very welcome and I thank her for taking this Commencement matter on behalf of the Minister, Deputy Catherine Martin. It is quite apt given what has been in the news for the past 12 or 18 months that we have been talking about funding models for a significant number of years and reforming the television licence. Indeed the joint Oireachtas committee, of which I am a...

Seanad: Nithe i dtosach suíonna - Commencement Matters: Broadcasting Sector (3 Jul 2024)

Micheál Carrigy: I thank the Minister of State very much for outlining the funding that has gone into the sound and vision fund, which is very welcome, but personally I do not think it is sufficient. As I said, I feel it needs to be increased, expanded and widened out to those who can apply for it. However, there is an issue for the sound and vision fund in that it is for new content. It is for a new...

Seanad: An tOrd Gnó - Order of Business (3 Jul 2024)

Micheál Carrigy: As the media spokesperson for the party on the Oireachtas Joint Committee on Tourism, Culture, Arts, Sport and Media, along with Senator Malcolm Byrne, we have engaged with a lot of media in Ireland over the past four years. I totally disagree with Senator Mullen's comments. Our main public service broadcasting companies, our local radio stations and our national radio stations are trusted...

Joint Committee on Tourism, Culture, Arts, Sport And Media: Expert Advisory Committee Reports into RTÉ: Raidió Teilifís Éireann (2 Jul 2024)

Micheál Carrigy: I welcome the witnesses. Following the publication of the report, we understand the Department released the first tranche of interim funding, in the region of €20 million, ultimately of taxpayers' money. Will Mr. Bakhurst tell us what exactly that is for?

Joint Committee on Tourism, Culture, Arts, Sport And Media: Expert Advisory Committee Reports into RTÉ: Raidió Teilifís Éireann (2 Jul 2024)

Micheál Carrigy: Yes. What will it be spent on?

Joint Committee on Tourism, Culture, Arts, Sport And Media: Expert Advisory Committee Reports into RTÉ: Raidió Teilifís Éireann (2 Jul 2024)

Micheál Carrigy: Corporate governance has been at the core of our interaction with RTÉ and it is the reason we are here, 15 months later, following numerous meetings. The word "new" is in the name of the plan, and we see a lot of new faces here that were not here 15 months ago. What measures have been put in place to guarantee to the public, us, the taxpayer, and the licence payers that the corporate...

Joint Committee on Tourism, Culture, Arts, Sport And Media: Expert Advisory Committee Reports into RTÉ: Raidió Teilifís Éireann (2 Jul 2024)

Micheál Carrigy: Mr. Bakhurst mentioned staff engagement. Probably all our members here have received a significant number of emails over the past 24 hours from staff and people representing various elements of the staff and the organisation. There does not seem to be a lot of staff engagement there with regard to some of the proposals. Quite drastic proposals are being put forward, for example, a 50%...

Joint Committee on Tourism, Culture, Arts, Sport And Media: Expert Advisory Committee Reports into RTÉ: Raidió Teilifís Éireann (2 Jul 2024)

Micheál Carrigy: In a one-word answer, is Mr. Bakhurst confident those 400 exits can be achieved through the voluntary measures?

Joint Committee on Tourism, Culture, Arts, Sport And Media: Expert Advisory Committee Reports into RTÉ: Raidió Teilifís Éireann (2 Jul 2024)

Micheál Carrigy: I mentioned that we have been discussing this here for 15 months. There are probably still some unanswered questions because individuals who should be able to answer those questions are not here and have not appeared here, despite having been written to by the committee. I will ask about one in particular. Is Jim Jennings still on official sick leave as an employee of the organisation?

Joint Committee on Tourism, Culture, Arts, Sport And Media: Expert Advisory Committee Reports into RTÉ: Raidió Teilifís Éireann (2 Jul 2024)

Micheál Carrigy: Is there any reason he cannot come to an Oireachtas committee meeting?
