Seanad: Health (Amendment) Bill 2005: Motion for Earlier Signature. (10 Mar 2005)

Ulick Burke: When is it proposed to sit again?

Seanad: Death of Former Member: Expressions of Sympathy. (22 Mar 2005)

Ulick Burke: I wish to be associated with the expressions of sympathy and tributes to the late Michael O'Higgins. He was a man of great integrity and an unassuming person with firm and consistent political views. Like many other politicians of his time, his political outlook was strongly influenced by the faith and philosophy of Christianity. Reference has been made to the fact that Michael and his family...

Seanad: Order of Business. (22 Mar 2005)

Ulick Burke: It seems that the Minister for Education and Science, Deputy Hanafin, is making reasonable efforts to reform the assessment for higher education grants but that her endeavours are being stifled by officials within the Department of Social and Family Affairs. They refuse to carry out an assessment similar to that for social welfare recipients. It is time the Minister stood firm. All too often...

Seanad: Hospitals Building Programme. (12 Apr 2005)

Ulick Burke: I welcome the Minister of State to the House. My matter is to ask the Minister for Health and Children to indicate if, following her recent visit to St. Brendan's Hospital, Loughrea, County Galway, she is in a position to allow the plans submitted to her Department to advance to the next stage so that overcrowding and health and safety issues are complied with at this hospital for the...

Seanad: Hospitals Building Programme. (12 Apr 2005)

Ulick Burke: "Cat and mouse" and "pass the buck" come to mind.

Seanad: Order of Business. (13 Apr 2005)

Ulick Burke: I see that the Cathaoirleach delivered the Limerick vote to open Croke Park.

Seanad: Order of Business. (13 Apr 2005)

Ulick Burke: We do not know what they are. The last ones were not even implemented.

Seanad: Order of Business. (13 Apr 2005)

Ulick Burke: I support the proposal to invite the Minister for the Environment, Heritage and Local Government to attend the House as soon as possible to explain these guidelines fully. The last guidelines proposed were, for the most part, never implemented. In fact, where they were implemented they were far more restrictive than had previously been the case. Until then, there had at least been some...

Seanad: Order of Business. (13 Apr 2005)

Ulick Burke: The Government withdrew them all.

Seanad: Order of Business. (13 Apr 2005)

Ulick Burke: A lot done, more to do.

Seanad: Order of Business. (13 Apr 2005)

Ulick Burke: There will have to be another day for this.

Seanad: Order of Business. (13 Apr 2005)

Ulick Burke: Were there doubts in some quarters?

Seanad: Special Educational Needs: Motion. (13 Apr 2005)

Ulick Burke: Therefore, it was greater in 1997.

Seanad: Special Educational Needs: Motion. (13 Apr 2005)

Ulick Burke: I move amendment No. 1: To delete all words after "Seanad Éireann" and substitute the following: "Aware of the real difficulties that parents of children with special educational needs face in accessing resources or assistance for their children; —gravely concerned at the application of the weighted system for resources from next September, which means that children with borderline or mild...

Seanad: Special Educational Needs: Motion. (13 Apr 2005)

Ulick Burke: Not a single step has been taken by the Government to achieve that target in the three years which have passed since the promise was made even though, for the first time in many years, there are many qualified primary school teachers available to work. There are 1,600 trainee teachers in the training colleges at present. Some 400 unqualified teachers are teaching in our schools. I would like...

Seanad: Special Educational Needs: Motion. (13 Apr 2005)

Ulick Burke: Approximately €3.162 billion, or 4.7% of gross domestic product, was spent on education in Ireland in 1997. The Estimates for 2005 have indicated that €7.21 billion, or 4.6% of GDP, will be spent on education in this country this year. How can the Minister guarantee the public, including Senators and members of the teaching unions whom she met recently, that she expects and will deliver...

Seanad: Special Educational Needs: Motion. (13 Apr 2005)

Ulick Burke: She cannot do so. I would like to refer to the cases of two small rural schools in County Galway which are about to lose a few students. I ask the Minister to do something about the schools' problems as an act of goodwill. A three-teacher school that has 49 students will be downgraded and will lose a teacher. If a larger school's enrolment drops to 179 students, it will lose other teachers....

Seanad: Special Educational Needs: Motion. (13 Apr 2005)

Ulick Burke: I will. The two schools will lose teachers in the coming years if the Minister does not use her discretion to give the schools an advantage for a few years, thereby ensuring they do not lose out. If they lose teachers, the pupil-teacher ratio will be 29:1 in the case of Dunmore national school and 26:1 in the case of Lavally national school.

Seanad: Special Educational Needs: Motion. (13 Apr 2005)

Ulick Burke: It is unacceptable that schools which have disadvantaged students will be affected in such a manner.

Seanad: Special Educational Needs: Motion. (13 Apr 2005)

Ulick Burke: The Senator had enough time.
