Seanad: An tOrd Gnó - Order of Business (7 Dec 2022)

Tim Lombard: As we come to the end of the decade of centenaries, which started in 2012, we have celebrated the major facts of history such as Home Rule, the Land Acts, the 1913 Lockout, the 1916 Rising, the struggle for Independence, the Civil War and the foundation of the State, which have all been part of that decade of commemoration. This afternoon, I wish to raise the story of Seán Hales, a west...

Seanad: Death of Former Member: Expressions of Sympathy (7 Dec 2022)

Tim Lombard: I wish to acknowledge Terry Brennan’s enormous contribution and his family as well. As I entered Leinster House in 2016, I did not have the privilege to serve with him. I probably entered local government in 2003. I remember Terry on the Seanad campaign well. I remember the ability he had, even though he was a long ways from Cork, to communicate with people. That is Terry’s...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Fish Quotas and Decommissioning: Discussion (7 Dec 2022)

Tim Lombard: We are overtime by nearly 40 minutes so we had better wrap up. I acknowledge everyone who participated today. They came excessive miles, to say the least, to represent their industry. It is greatly appreciated. It has been a very good engagement. The next public meeting will be on Tuesday,13 December at 7 p.m. It will examine the forestry strategic vision and representatives from...

Seanad: Nithe i dtosach suíonna - Commencement Matters: Veterinary Services (13 Dec 2022)

Tim Lombard: I welcome the Minister of State, Deputy Calleary, to the Chamber. It is great to have him here. My Commencement matter this morning concerns the potential and capacity in the veterinary sector. We have one veterinary school in the State. It has been in place for more than 100 years and University College Dublin, UCD, has done a phenomenal job during that time. What I wish to debate...

Seanad: Nithe i dtosach suíonna - Commencement Matters: Veterinary Services (13 Dec 2022)

Tim Lombard: My real worry here is that we are just going to expand the service. At the moment, UCD, in the middle of Dublin city, provides the veterinary courses for Ireland. If you look at the actual demographics, particularly for the bovine population, the majority are in Munster. We need a geographical spread of placements when it comes to veterinary colleges. I would be concerned if the...

Tim Lombard: I ask Mr. Murphy to be sure he leaves time for his colleagues.

Tim Lombard: The score is 1:0.

Seanad: Animal Health and Welfare (Dogs) Bill 2022: Second Stage (14 Dec 2022)

Tim Lombard: I apologise for being late but I had to attend a meeting of the Oireachtas Joint Committee on Agriculture, Food and the Marine. It is unfortunate that-----

Seanad: Animal Health and Welfare (Dogs) Bill 2022: Second Stage (14 Dec 2022)

Tim Lombard: -----the committee meeting and this debate were scheduled for the same time. I compliment the Senators who sit on the aforementioned committee. They do amazing work. We all bring our own little bit of knowledge to these Houses, but we have a Senator here who brings exceptional knowledge when it comes to the issue before us today, namely, the welfare of dogs. We have had committee hearings...

Seanad: An tOrd Gnó - Order of Business (15 Dec 2022)

Tim Lombard: I commend the Cathaoirleach. He has had a competent and capable two and a half years. It has to be acknowledged that the House has worked really well. The Leader and Deputy Leader have managed the show appropriately, and it has been a pleasure to work with them. It has been a good experience. It all comes down to teamwork. The Seanad staff are the most brilliant team one could ever deal...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Forestry Strategic Vision: Coillte (13 Dec 2022)

Tim Lombard: I think it a good idea that we should do that visit at some stage. In the absence of any other members, I will ask my questions. I compliment Ms Hurley on her very comprehensive opening statement. I read it this afternoon and I thought it covered nearly everything I was looking to find. While I do not want to put her on the spot, the annual dividend payable to the State was not mentioned...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Forestry Strategic Vision: Coillte (13 Dec 2022)

Tim Lombard: On the core point, the wonderful plan Coillte has laid out for the next 20 years, would the €30 million dividend to the State be better spent if Coillte reinvested it in the product it is proposing? Coillte's statement was amazing and contains great aspiration but finance is key. Paying €30 million to the State is questionable, to say the least.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Forestry Strategic Vision: Coillte (13 Dec 2022)

Tim Lombard: Who sets that dividend policy? Is it set by the Department or Coillte? Where does that policy come from?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Forestry Strategic Vision: Coillte (13 Dec 2022)

Tim Lombard: There was a debate in the Seanad about the 300,000 new homes that are proposed to be built with timber. Coillte mentioned this in its statement. Senator Boyhan and others were involved in that debate, as was I. As regards building materials, the focus must move away from traditional steel and concrete to match the potential of timber. Supply will be key to making sure that there is good...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Forestry Strategic Vision: Coillte (13 Dec 2022)

Tim Lombard: We also import.
