Select Committee on Justice and Equality: Data Protection Bill 2018: Committee Stage (Resumed) (3 May 2018)

Donnchadh Ó Laoghaire: In regard to the Minister's response to amendments 137 to 139, inclusive, I am sure that like me the other Deputies involved were of the view that these amendments would strengthen the obligations rather than weaken them or create any greater discretion, particularly, in the first instance, the word "investigate" as opposed to "examine" and, in the second instance, the reference to a formal...

Select Committee on Justice and Equality: Data Protection Bill 2018: Committee Stage (Resumed) (3 May 2018)

Donnchadh Ó Laoghaire: No. I am sure I can find it. If it is the case as far as the Minister of State and the Department are concerned that there is no requirement to provide for the Data Protection Commissioner to have these powers under Irish legislation so that it will be possible to recover profits gained on foot of offences under this Bill, I will be happy enough to withdraw my amendment.

Gambling Control Bill 2018: Second Stage [Private Members] (9 May 2018)

Donnchadh Ó Laoghaire: Tá seans ann go rachaidh mé ar aghaidh beagáinín níos faide ná 15 bhomaite. Níl a fhios agam faoi na daoine eile. I commend Deputies Jim O'Callaghan, Jack Chambers and Anne Rabbitte for this timely and important legislation. Our betting legislation is from the 1930s and 1950s and has been out of date for a long time. I note what the Minister of State...

Joint Oireachtas Committee on Children and Youth Affairs: Governance and Child Protection Policy: Scouting Ireland (9 May 2018)

Donnchadh Ó Laoghaire: I have been a member of Scouting Ireland for almost 20 years. The last engagement we had in this room was in a more positive context. We are dealing with more weighty and serious issues on this occasion. Despite my membership I have a wider responsibility to the public and my constituents in respect of the use of public funding and child safeguarding. My experience has always and ever...

Joint Oireachtas Committee on Children and Youth Affairs: Governance and Child Protection Policy: Scouting Ireland (9 May 2018)

Donnchadh Ó Laoghaire: That is an admirable attitude. Turning to the representatives of Scouting Ireland, there has been a decision to withhold the drawing down of funding. My understanding is there is enough funding to keep the Scouting Ireland organisation running at its current level until about June. Is that correct?

Joint Oireachtas Committee on Children and Youth Affairs: Governance and Child Protection Policy: Scouting Ireland (9 May 2018)

Donnchadh Ó Laoghaire: Very good. There are two questions-----

Joint Oireachtas Committee on Children and Youth Affairs: Governance and Child Protection Policy: Scouting Ireland (9 May 2018)

Donnchadh Ó Laoghaire: That is useful because I did not have that note. From the point of view of Scouting Ireland, is that achievable? Is it satisfied that the standard that is expected of Scouting Ireland for the restoration of funding is possible?

Joint Oireachtas Committee on Children and Youth Affairs: Governance and Child Protection Policy: Scouting Ireland (9 May 2018)

Donnchadh Ó Laoghaire: I am glad to hear that. I am very conscious of the fact that the strategy is absolutely right. The first priority needs to be the safeguarding of children. If staff are put on protective notice, events will not happen and competitions will not be...
