Committee on Public Petitions: Consideration of Public Petitions on Unauthorised Developments (9 Dec 2021)

Pat Buckley: I thank the witnesses. It is great to be here talking about this. God knows this is surely not a one-off situation, although I hope it is. A substantial amount of information was provided to the committee about this. There were nearly 200 pages of evidence. Going back to what Mr. Barrett was saying regarding 2012 and the enforcement notice in 2013, Westmeath County Council clearly states...

Committee on Public Petitions: Consideration of Public Petitions on Unauthorised Developments (9 Dec 2021)

Pat Buckley: I thank Mr. Barrett. I will try to be brief with my second question. Mr. Barrett referred to the Portaneena Marina belonging to Waterways Ireland. Waterways Ireland is paid money by the State, so those are public funds, if I am correct. There is nothing wrong with the marina or its location. It is beneficial in every way to society once, as Mr. Barrett says, everything is done right....

Committee on Public Petitions: Consideration of Public Petitions on Unauthorised Developments (9 Dec 2021)

Pat Buckley: As we say in Cork, it is a box of frogs.

Committee on Public Petitions: Consideration of Public Petitions on Unauthorised Developments (9 Dec 2021)

Pat Buckley: I thank all the contributors to the meeting. I was well aware of this issue because I sat on the previous Committee on Public Petitions. It is not easy. I commend all those who gave evidence today. This issue is bigger than I had realised. There are many questions to be asked. The issue of State money being used but not recouped sounds very strange. As I stated in my previous...

Committee on Public Petitions: Consideration of Public Petitions on Unauthorised Developments (9 Dec 2021)

Pat Buckley: I cannot remember who asked a question about moneys being collected at jetties. Mr. O’Sullivan referred to his experience working all over the country with the EPA and planning authorities. Is it possible that there are other jetties around the country that do not have planning permission but which are charging money, be they in the possession of either private or public bodies?

Committee on Public Petitions: Consideration of Public Petitions on Unauthorised Developments (9 Dec 2021)

Pat Buckley: I agree with the recommendation.

Committee on Public Petitions: Consideration of Public Petitions on Unauthorised Developments (9 Dec 2021)

Pat Buckley: Yes. The centre is actually based in my area and I am very familiar with the case. I agree with the recommendation. A lot of work has already been done on this issue by the Joint Committee on Health and the Joint Sub-Committee on Mental Health and it will be discussed again by the former committee next Tuesday. If the outcome of that meeting is not satisfactory, I ask that we would...

Committee on Public Petitions: Consideration of Public Petitions on Unauthorised Developments (9 Dec 2021)

Pat Buckley: That is agreed.

Committee on Public Petitions: Consideration of Public Petitions on Unauthorised Developments (9 Dec 2021)

Pat Buckley: Briefly, I wish to thank the Chairman, the witnesses and the secretariat. I wish to thank the case workers in particular because the volume of work is phenomenal and that should be acknowledged.

Saincheisteanna Tráthúla - Topical Issue Debate: Coastal Zone Management (16 Dec 2021)

Pat Buckley: As the Minister will be aware, the MV Altaran aground in Ballycotten last February and unfortunately, it is still there. It has not been moved. It is a massive blight on the area of Ballycotten. We pride ourselves on the coastal area. It is also a health and safety issue that has been ongoing since last February and has not been addressed. I spoke to the landowner and contacted the...

Saincheisteanna Tráthúla - Topical Issue Debate: Coastal Zone Management (16 Dec 2021)

Pat Buckley: I thank the Minister of State for his reply. He mentioned the section of the Merchant Shipping (Salvage and Wreck) Act 1993, which gives effect to the International Convention on Salvage of 1989. However, it says that the Minister for Transport has the power to appoint an official, known as a receiver of the wreck, to organise the process of dealing with it. If I go back to where we are...

Joint Committee On Health: General Scheme of the Mental Health (Amendment) Bill 2021: Discussion (Resumed) (30 Nov 2021)

Pat Buckley: Good afternoon. Many of the areas have been already covered so I do not propose to rehash them. The Assisted Decision-Making (Capacity) Act 2015 was mentioned. We appear to be tripping over ourselves in terms of that legislation and this Bill. Head 7 of the Bill deals with the capacity issues in regard to people making decisions. Head 87 deals with the nursing home supports scheme. I...

Joint Committee On Health: General Scheme of the Mental Health (Amendment) Bill 2021: Discussion (Resumed) (30 Nov 2021)

Pat Buckley: Does Mr. Ryan want to comment?

Joint Committee On Health: General Scheme of the Mental Health (Amendment) Bill 2021: Discussion (Resumed) (30 Nov 2021)

Pat Buckley: I will be brief. As Mr. Ryan said, most of us involved in this have had personal experience. It is closer to our hearts and we get more embedded in it as the debate goes on. As we speak today, some people are not being given chances within the mental health system for their own decision-making capacity. Family members, who have their best interests in mind, want to look after them. I...

Joint Oireachtas Committee on Health: Closure of Owenacurra Centre: Engagement with HSE (14 Dec 2021)

Pat Buckley: I have listened to the first speaker and will get straight to the point because I do not mince words. Dr. O'Brien mentioned the reasonable distance for services. There is St. Catherine's ward in Cork city and St. Stephen's Hospital, Glanmire, is very rural. There are also services in Kanturk, Mallow, Fermoy, Macroom, the Western Road, Cork, Blackrock, Cork, and two places in Skibbereen....

Joint Oireachtas Committee on Health: Closure of Owenacurra Centre: Engagement with HSE (14 Dec 2021)

Pat Buckley: Why could it not buy one in Midleton?
