- Seanad: Order of Business (27 May 2008)
John Paul Phelan: On one of the points Senator Butler raised, Dublin City Council is controlled by a group containing Fianna Fáil and the Labour Party, not Fine Gael. He should check that matter. I want to ask the Cathaoirleach a procedural question about the leaders of the groups in the House. Perhaps I misread Standing Orders and the rules of the House but I was not aware that Senator Boyle is the leader...

John Paul Phelan: He is not the leader of a group.

John Paul Phelan: That is not a group. They are not a group within the House, which is what you said they were.
- Seanad: Order of Business (27 May 2008)
John Paul Phelan: It is just a technical question but I accept the Cathaoirleach's point. I agree with Senator Butler. Virtually every day in the House Members of the Opposition raise the issue of public private partnerships and the apparent collapse of such initiatives in respect of social housing in Dublin. Will the Leader explain why this debate is not on the Order of Business this week? Since it is not...
- Seanad: Order of Business (27 May 2008)
John Paul Phelan: Virtually no reference was made to the Lisbon treaty during his entire contribution. Perhaps it is possible that the remarks attributed to him at the weekend were misquoted, and the Leader might give the House his opinion in that regard. However, it would be more appropriate for the Taoiseach to lead the Government campaign rather than concentrating on what the Opposition is doing.

John Paul Phelan: The Senator is talking nonsense.
- Seanad: Order of Business (4 Jun 2008)
John Paul Phelan: I welcome the decision of the IFA to support the Lisbon treaty. It is unfortunate the Taoiseach did not give reassurances sooner to the farming organisations but it is better late than never. I join other speakers in wishing the best of luck to those undergoing their State examinations in the leaving and junior certificates. They are important examinations in anyone's life. I extend my...
- Seanad: Order of Business (4 Jun 2008)
John Paul Phelan: What is the status of the debate on housing I have called for over the past several weeks, particularly in light of the decline in funding from the Department for the Environment, Heritage and Local Government for local authorities for social and affordable housing? What is the status of a debate requested by several speakers on the role of public private partnerships in the provision of...

John Paul Phelan: A "No" coalition.
- Seanad: Order of Business (18 Jun 2008)
John Paul Phelan: I have a couple of issues to raise and am glad the Leader has allowed time this afternoon for a debate on the Lisbon treaty in the aftermath of the referendum result, as it is opportune. I am struck by some of the comments by some of the people on the "No" side of the argument. Many of my friends and neighbours voted "No" and each of them has given me a different reason for doing so. I...
- Seanad: Order of Business (18 Jun 2008)
John Paul Phelan: They put forward the notion that they would support a better deal if one were negotiated when everyone knows they would not support any deal negotiated on the European Union. There is an element, small though it may be, among those who opposed the Lisbon treaty that would wish us to leave the European Union. Contrary to what these people say in their public statements they wish us to leave.
- Seanad: Order of Business (18 Jun 2008)
John Paul Phelan: I have two issues on which I wish to raise questions. Can the Leader, at the earliest possible opportunity, arrange a debate on the boundary report for local elections that was published yesterday? The local and European elections are less than a year away and I feel we should have a discussion on this matter as soon as possible â certainly before the summer recess. I join other speakers...
- Seanad: Order of Business (18 Jun 2008)
John Paul Phelan: I have sought a debate on the economy since this Seanad was elected and I do not thinkââ
- Seanad: Order of Business (18 Jun 2008)
John Paul Phelan: We have not had one since the new Taoiseach took office and a new array of Ministers are now in office dealing with economic matters. I wish to place particular emphasis on price increases, as mentioned by Senator Coghlan, especially fuel costs. In Government the Green Party is against reducing excise on fuel but this is regrettable. The Government has capitalised to an unfair degree on...
- Seanad: Order of Business (18 Jun 2008)
John Paul Phelan: I want the debate to take in the implications of the fall in the level of tax revenue in recent months, as mentioned by Senator Buttimer.
