Dublin-Monaghan Bombings. (22 Jun 2005)

Pat Rabbitte: Question 2: To ask the Taoiseach when he expects to receive the next report from Mr. Justice Barron; and if he will make a statement on the matter. [20739/05]

Dublin-Monaghan Bombings. (22 Jun 2005)

Pat Rabbitte: That reply is similar to the answer we got from the Taoiseach on this matter on 11 May. In this regard, I wish to ask him in particular about the Seamus Ludlow murder and Mr. Justice Barron's third report. The Taoiseach told us on 11 May that he expected the report would be forwarded to the Oireachtas Joint Committee on Justice, Equality, Defence and Women's Rights in the coming weeks. That...

Tribunals of Inquiry. (22 Jun 2005)

Pat Rabbitte: I know we cannot discuss matters raised at the tribunal but does the Taoiseach believe it might be appropriate now for the Government to include in the legislative programme for the next term or next year a Revenue Act to guarantee the formal independence of the Revenue?

Infrastructure Programme. (22 Jun 2005)

Pat Rabbitte: Question 8: To ask the Taoiseach if he will report on the results of the meeting of the cross-departmental committee of infrastructure and public private partnership held during May 2005; and if he will make a statement on the matter. [20740/05]

Infrastructure Programme. (22 Jun 2005)

Pat Rabbitte: The discussions in respect of renewing the social contract will probably commence towards the end of the year. One of the major promotional points of the last agreement was the provision of an additional 10,000 social and affordable housing units. Will the Taoiseach or the cross-departmental team make a guesstimate as to how many of those houses will be lived in or completed by the end of the...

Order of Business. (22 Jun 2005)

Pat Rabbitte: The only parliamentary method available to us is to oppose the late sitting. I oppose the late sitting because, as I explained this morning, this is an entirely inadequate and disrespectful way to process a Bill of such importance. With some 40 pages of amendments, some of which are coming in as we speak, it is unconscionable that we make law in this way. I ask the Taoiseach to agree to refer...

Order of Business. (22 Jun 2005)

Pat Rabbitte: I understand that and I am stating the Government has the option of continuing the House for an extra week to ensure this matter is dealt with properly. Why should the House not sit for an extra week? There is no justification that can be advanced for the House rising on 1 July, other than the fact that the Taoiseach wants to get his Ministers out of here, wounded, battered and bruised as...

Order of Business. (22 Jun 2005)

Pat Rabbitte: If the Government needs access to accident and emergency units it will be in serious difficulty waiting for it. We must oppose this measure because of the manner in which the Government is treating the House and Mr. Justice Morris.

Order of Business. (22 Jun 2005)

Pat Rabbitte: Will the Taoiseach remind us of the current position on the work permits Bill?

Garda Síochána Bill 2004 [Seanad]: Motion to Recommit. (22 Jun 2005)

Pat Rabbitte: Where is the Minister?

Garda Síochána Bill 2004 [Seanad]: Motion to Recommit. (22 Jun 2005)

Pat Rabbitte: The Minister is giving an interview.

Garda Síochána Bill 2004 [Seanad]: Motion to Recommit. (22 Jun 2005)

Pat Rabbitte: On a point of order, is the Ceann Comhairle saying it is in order for the House to proceed in this fashion when the Minister who has created the circumstances is sufficiently contemptuous not to come into the House as amendments continue to roll off the facsimile machine?

Morris Tribunal: Motion (Resumed). (22 Jun 2005)

Pat Rabbitte: The Minister of State now knows why the two Members are not here tonight. That is why the Minister of State is on his own.

Written Answers — Road Traffic Offences: Road Traffic Offences (22 Jun 2005)

Pat Rabbitte: Question 112: To ask the Minister for Transport the length of time the issue of mutual recognition of penalty points system in Ireland and the UK has been under consideration by the British Irish Council; if a resolution is expected soon; and if he will make a statement on the matter. [21234/05]

Order of Business. (23 Jun 2005)

Pat Rabbitte: I agree. The green list of amendments circulated this morning says the 284 amendments comprise all the amendments to the Bill. They do not. There are further amendments in the white paper from the Minister. Last night we got only as far as amendment No. 12, which means most of the amendments will never be discussed in Dáil Éireann. How can any Minister defend that? It is quite...

Order of Business. (23 Jun 2005)

Pat Rabbitte: Having hammered away for more than three weeks since the second Morris tribunal report to get the Government to respond to Mr. Justice Morris, and having extracted 12th-hour amendments from the Minister, it is a disservice to politics and to this House that we do not have the opportunity to scrutinise any of the amendments in the manner they deserve. This is a serious matter, and a serious...

Order of Business. (23 Jun 2005)

Pat Rabbitte: Perhaps we might accept the Minister's offer of 10 p.m., provided there is no guillotine.

Order of Business. (23 Jun 2005)

Pat Rabbitte: They have objected to the guillotine.

Order of Business. (23 Jun 2005)

Pat Rabbitte: That is correct.

Order of Business. (23 Jun 2005)

Pat Rabbitte: If we are to have Friday sittings because it suits the Government's programme at this stage, then we ought to have the Order of Business in the normal way. Three Bills will be guillotined tomorrow. The guillotine is now a regular weapon in the armoury of the Government. It is not acceptable and the Ministers denounced it when they were on this side of the House. I oppose it for these reasons.
