Based on Dr. Boylan's presentation in which he suggests the Eighth Amendment of the Constitution is unworkable in 2017, do the other witnesses agree with him? Given that backdrop, and the commentary that the floodgates could open in other jurisdictions, as medical professionals what is their view of the situation?
