Michael McGrath: When the breach of fiscal rules happened, the Government was saved on the expenditure side by the AIB transaction of preference shares, but there was a categoric breach because the reduction in the structural balance did not meet the minimum 0.6% reduction. In the figures for 2017, there is a projected breach of both measures, the structural balance reduction and the expenditure ceiling.
