Alan Kelly: I originally raised this issue. It is bizarre. We have got University College Cork and Cork Institute of Technology, CIT, competing against one another and costing the taxpayer money. I understand the point being made by the Secretary General but can we also ask the Department of Education and Skills to send us a copy of the circular it will issue, according to this letter, as soon as possible?

Alan Kelly: I will not take up too much time because this is going to be a long day but this is garbage. The HSE has for decades been providing advanced loans to supplement the organisations because they are not being funded appropriately. This is a play on language.
