Joint Oireachtas Committee on Agriculture, Food and the Marine: Nitrates Action Programme: Discussion (Resumed) (26 Jan 2022)

Martin Browne: Mr. Moroney said that he believes training is needed in order for people to understand the forest operational plans and how to identify the risks to water that might arise. He also mentioned the maintenance of machinery and knowing what actions to take in case of a pollution incident in a forest. Can he indicate on what basis that starts on? Can he tell us whether the Department has a...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Nitrates Action Programme: Discussion (Resumed) (26 Jan 2022)

Martin Browne: Mr. Moroney answered what I was going to ask him next. He spoke about the increase in the price of tyres and all of that. Over the last couple of weeks we have discussed the price of fuel and energy costs. I imagine that the increase in the price of fuel has had a massive effect on contractors. Have they seen an impact on the farmers for whom they work? Will the energy price increases...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Nitrates Action Programme: Discussion (Resumed) (26 Jan 2022)

Martin Browne: I thank the witnesses.

Child and Adolescent Mental Health Service: Motion [Private Members] (1 Feb 2022)

Martin Browne: What we have seen in south Kerry recently indicated the challenges facing young people in securing the appropriate mental health services in a system that has not been designed around their needs. The lack of resources and the poor roll-out of mental health supports in general, but particularly for young people, has been well known for some time. It has been made worse by a lack of urgency...

Written Answers — Department of Health: Health Services Staff (1 Feb 2022)

Martin Browne: 795. To ask the Minister for Health if care assistants who were calling to Covid-19 positive patients will avail of the Covid bonus for healthcare workers. [5046/22]

Written Answers — Department of Health: Medical Cards (1 Feb 2022)

Martin Browne: 804. To ask the Minister for Health if he plans to address the frequency with which persons with long-term illness are requested to reapply for their medical card; his views on the frequency of medical card reviews for such persons whose health status is unlikely to improve; his further views on an instance in which a person with a long-term illness has had their medical card reviewed twice...

Written Answers — Department of Health: Vaccination Programme (1 Feb 2022)

[5092/22]

Animal Health and Welfare and Forestry (Miscellaneous Provisions) Bill 2021: Report and Final Stages (2 Feb 2022)

Martin Browne: We have had meetings and meetings about this. There was just nothing at the committee meeting regarding the amendments. No matter what the Opposition put through that evening it was not going to be accepted. I ask the Minister to listen to Deputies Sherlock and Cairns. They are telling the Minister, as are the foresters, that this kind of amendment will only improve the system we are all...

Animal Health and Welfare and Forestry (Miscellaneous Provisions) Bill 2021: Report and Final Stages (2 Feb 2022)

Martin Browne: Deputy Carthy has outlined exactly why it is important that no more of these headlines appear in the Irish Farmers' Journaland so forth. To have trust in the sector out there, there must be trust here in the House. If we are not being informed of what is going on at the start, then the whole scheme or any scheme, whether it is that of the Minister of Agriculture, Food and the Marine or of...

Sea-Fisheries (Miscellaneous Provisions) Bill 2021: Report and Final Stages (2 Feb 2022)

Martin Browne: The Minister knows the position of Sinn Féin and the Independent Deputies to my left on this Bill. We are not opposed to penalty points and neither is the fishing industry. We have stated that repeatedly but the system must be fair. This scheme is not fair and we have made that point previously. We have introduced this amendment because allowing the future livelihoods of fishermen to...

Sea-Fisheries (Miscellaneous Provisions) Bill 2021: Report and Final Stages (2 Feb 2022)

Martin Browne: Like Deputies Pringle and Sherlock, I refer to the 30-day rule and how it compares to the rest of Europe. I was not in the previous Dáil. Those on the Opposition bench did agree to 30 days but they are surely entitled to seek an extension to help fishermen. The 30 days is not long enough. That is the idea we have been trying to change the Minister's mind about by tabling amendments....

Ceisteanna Eile - Other Questions: Social Welfare Eligibility (3 Feb 2022)

Martin Browne: 15. To ask the Minister for Employment Affairs and Social Protection her views on the back to education allowance guidelines that refuse applications on the basis that the only master's degree that is allowed for the purposes of the allowance is a master's in education; and her views on the situation in which some unsuccessful applications are being advised to give up their education in order...

Ceisteanna Eile - Other Questions: Social Welfare Eligibility (3 Feb 2022)

Martin Browne: Gabhaim buíochas leis an Leas-Cheann Comhairle. She has timed this well. Why is the only master's degree allowed for the purposes of the social welfare allowance the master's degree in education? I ask this question because I have been contacted by a mother of two, a lone parent, who, after a period of ill-health, is trying to do right by herself and her boys. However, she has been...

Ceisteanna Eile - Other Questions: Social Welfare Eligibility (3 Feb 2022)

Martin Browne: The woman in question has been left virtually without income because she is trying to improve her job prospects in order that she can look after her two children. As she is excluded from the back to education allowance, she was subsequently told that jobseeker’s allowance will also be pulled, leaving her without any supports for rent, fuel and so on. It is crazy that she is being...

Ceisteanna Eile - Other Questions: Social Welfare Eligibility (3 Feb 2022)

Martin Browne: I appreciate what the Minister is telling us but there are anomalies in everything. It seems the unique position of single parents is being ignored here. A mother who has dependants and wants to further her education for the benefit of her children is being prevented from doing so by criteria that were not designed for people in her situation. For a representative of the Department of...

Ceisteanna Eile - Other Questions: Social Welfare Eligibility (3 Feb 2022)

Martin Browne: I will forward the details to the Minister.

Ceisteanna Eile - Other Questions: Social Welfare Eligibility (3 Feb 2022)

Martin Browne: We are not asking the Minister to look at every case.

Select Committee on Agriculture, Food and the Marine: Estimates for Public Services 2022
Vote 30 - Agriculture, Food, and the Marine (Revised)
(2 Feb 2022)

Martin Browne: I thank the Minister for coming. Under programme A, it is noted that the number of import controls will fall to 75,000 in 2022, down from pre-Brexit estimates of 500,000. Is the Minister or the Department doing any forecasting on how this will pan out in subsequent years? Have the staff who were performing these tasks beforehand been reassigned?
