- Joint Committee on the Irish Language, the Gaeltacht and the Irish Speaking Community: Díolúintí i leith Staidéar na Gaeilge sa Mheánscolaíocht: Plé (Atógáil) (26 Oct 2022)
Tim Lombard: A child under the 10th percentile is probably struggling to read maths questions and is struggling across a range of subjects. The child is not just struggling in basic English; it affects the entire curriculum. The knock-on implication is that unless a child has a solid basis of some level of English, he or she will struggle across the entire curriculum.
- Joint Committee on the Irish Language, the Gaeltacht and the Irish Speaking Community: Díolúintí i leith Staidéar na Gaeilge sa Mheánscolaíocht: Plé (Atógáil) (26 Oct 2022)
Tim Lombard: If a child is struggling across the entire dynamic of all subjects when going to school, what impact would the added pressure of another language on top of that have on the student?
- Joint Committee on the Irish Language, the Gaeltacht and the Irish Speaking Community: Díolúintí i leith Staidéar na Gaeilge sa Mheánscolaíocht: Plé (Atógáil) (26 Oct 2022)
Tim Lombard: I am very much a supporter of the teaching of Irish language in schools and the work that is done. I just think there is a certain cohort who are under exceptional pressure at that pinch time. If a child receives a report that states he or she is in the 10th or maybe the 3rd or 4th percentile, we need to look at this in a favourable mind for such a child because the child must survive.
- Seanad: An tOrd Gnó - Order of Business (8 Nov 2022)
Tim Lombard: I ask the Acting Leader to organise a debate around the significant announcement made by the Government last week regarding the forestry programme of €1.3 billion. It is a very positive step forward. We need a debate in any of the Chambers but since the Minister with responsibility for that actual issue is a Member of this Chamber, it should work very swiftly to ensure we have the...
- Seanad: Nithe i dtosach suíonna - Commencement Matters: National Transport Authority (9 Nov 2022)
Tim Lombard: I raise this issue in order to ask how we, as parliamentarians, can engage with the National Transport Authority, NTA. The issue on from a public meeting I held in the Temperance Hall in Kinsale on Monday night last. We filled the hall and had a big debate about what is happening regarding public transport in Kinsale, the lack of a bus shelter on Clontarf Street in Cork, issues regarding...
- Seanad: Nithe i dtosach suíonna - Commencement Matters: National Transport Authority (9 Nov 2022)
Tim Lombard: There is a budget of €35 billion, and the officials from the NTA will not meet us. They will not respond to the email even after eight months. They say they do not have the staff or the budget to meet us. That is with a budget of €35 billion. This is a quango that is totally out of control. It has a process in place regarding how it responds to the Houses of the Oireachtas,...
- Seanad: An tOrd Gnó - Order of Business (24 Nov 2022)
Tim Lombard: I wish to discuss the human tissue Bill. This is legislation that has been talked about for decades. The original report that brought the legislation forward was commissioned by the then Minister for Health, Mary Harney. The legislation has been sought since 2005 or 2006 and there have been false dawns all the way regarding the legislation. I mention in particular the Kelleher family from...
- Seanad: Nithe i dtosach suíonna - Commencement Matters: Education and Training Boards (23 Nov 2022)
Tim Lombard: I welcome the Minister, Deputy Harris, to the House.
- Seanad: Nithe i dtosach suíonna - Commencement Matters: Education and Training Boards (23 Nov 2022)
Tim Lombard: Before we continue to our next speaker, I welcome visitors from Our Lady's College, Greenhills. It is great to see visitors back in the Chamber. We hope that the Minister will be part of their future in setting the parameters and putting funding in place for higher education.
- Seanad: Nithe i dtosach suíonna - Commencement Matters: Animal Diseases (23 Nov 2022)
Tim Lombard: It is good to have the Minister for Agriculture, Food and the Marine here. I sought this debate to get an update on the unfortunate situation with avian flu. I acknowledge the importance of having the senior Minister before us this morning. Since I tabled this matter, there has been a further escalation in that a second flock in the north of the country has been infected. That is...
- Seanad: Nithe i dtosach suíonna - Commencement Matters: Animal Diseases (23 Nov 2022)
Tim Lombard: I wish to be associated with those words. I thank the Minister for his comprehensive statement. I wish to home in on just two points. One is small flock keepers' awareness that they need to restrict their flocks. I know many families that might have four or five hens in the back garden. Is there a register of that information? Is there communication happening in order that such families...
- Seanad: An tOrd Gnó - Order of Business (23 Nov 2022)
Tim Lombard: I have raised concerns over the last few weeks about how the National Transport Authority, NTA, operates. I raise this on the back of a local issue regarding a bus stop and bus line that was changed in Clontarf Street in Cork city and how it will affect residents, particularly those going to Kinsale. There was no consultation whatsoever with the public or any of the key stakeholders. I...
- Seanad: Horse and Greyhound Racing Fund Regulations 2022: Motion (30 Nov 2022)
Tim Lombard: I second the motion. It is a very practical one. It has been brought before the Houses of the Oireachtas and the joint committee so this is not my first time to speak to it. The motion is debated in the Houses of the Oireachtas on an annual basis. That is an appropriate way to deal with the issue. It just gives one the level of scrutiny that is required for this motion. I did not attend...
- Seanad: Wood for Construction: Motion (30 Nov 2022)
Tim Lombard: This is a very important motion. I am very interested in this motion because I did a lot of reading on this subject over the summer. I will talk about the significant challenges in the forestry sector in a minute but I will start with the actual product and the potential it has. People have mentioned timber frame houses and modular homes. It is much bigger than that. We are talking about...
- Seanad: Nithe i dtosach suíonna - Commencement Matters: Health Services (1 Dec 2022)
Tim Lombard: The Minister of State, Deputy Rabbitte, is more than welcome. I appreciate her attendance her. This morning I raise the significant issue that has emerged with CoAction in west Cork in the last ten days. I know the Minister of State's office has been made aware of it. This is the significant issue in terms of what is happening to the services CoAction provides locally in west Cork. It...
- Seanad: Nithe i dtosach suíonna - Commencement Matters: Health Services (1 Dec 2022)
Tim Lombard: I thank the Minister of State for her passionate and powerful response. For the families affected by this issue, particularly in the past ten days, it has been upsetting to say the least. I have been understated in the terminology I am using about the implications of what has happened and how it has knocked confidence in system. It would be wonderful if the Minister of State could find...
- Seanad: An tOrd Gnó - Order of Business (1 Dec 2022)
Tim Lombard: Like the previous speaker, I would like to acknowledge some good news. We often stand up here and we criticise and say things are not good enough. However, over the last five years, I have been raising the case of Bandon Grammar School and its inability to access funding from the Department of Education for a special class for autism. There is an issue regarding the ability of fee-paying...
- Seanad: Nithe i dtosach suíonna - Commencement Matters: School Enrolments (7 Dec 2022)
Tim Lombard: I welcome the Minister of State. It is great to have him in the Chamber to discuss Clonakilty and the need for secondary school places to be provided for the academic year of 2023-2024. Clonakility is a thriving town with a thriving hinterland which feeds into the educational hub that is Clonakilty. We have two dynamic secondary schools. Both the college and the convent provide top class...
- Seanad: Nithe i dtosach suíonna - Commencement Matters: School Enrolments (7 Dec 2022)
Tim Lombard: The Minister of State highlighted a particular problem. Children have applied to Clonakilty Community College and been told they will find out on 15 December whether they have a place. They have been further informed that, after that date, there will be a waiting list. Most of the children affected are boys. The difficulty is that there is no other secondary school in the town for them....
