Select Committee on Housing, Planning and Local Government: Housing (Regulation of Approved Housing Bodies) Bill 2019: Committee Stage (19 Nov 2019)

Eoghan Murphy: I think so. There are a few other positions that I have been working out in my head and would be good, including a disability representative. That is what I would look for. I would go to PAS and say that we are looking for people with particular skill sets or backgrounds to be appointed to a certain position. PAS would then bring forward people who meet that criteria.

Select Committee on Housing, Planning and Local Government: Housing (Regulation of Approved Housing Bodies) Bill 2019: Committee Stage (19 Nov 2019)

Eoghan Murphy: I thank the Deputy.

Select Committee on Housing, Planning and Local Government: Housing (Regulation of Approved Housing Bodies) Bill 2019: Committee Stage (19 Nov 2019)

Eoghan Murphy: This is an important Bill, and I appreciate the spirit in which everyone has addressed, the time Deputies have put into it, and their amendments. It would be fantastic if we could get it through Report Stage before the end of the year. I do not know how that might be arranged with the committee, but I will push it as a priority with the Chief Whip's office.

Select Committee on Housing, Planning and Local Government: Housing (Regulation of Approved Housing Bodies) Bill 2019: Committee Stage (19 Nov 2019)

Eoghan Murphy: I do not want to speak about a Deputy who is not here, but if Deputies miss out on tabling their Committee Stage amendments, sometimes Report Stage can become something of Second Stage again.

Select Committee on Housing, Planning and Local Government: Housing (Regulation of Approved Housing Bodies) Bill 2019: Committee Stage (19 Nov 2019)

Eoghan Murphy: I appreciate that. Normally towards the end of the year, a large queue builds up and people try to have Bills addressed. We can schedule less time for Report Stage on this Bill than normal, seeing as how we are almost there.

Eoghan Murphy: Okay.

Ceisteanna ar Reachtaíocht a Gealladh - Questions on Promised Legislation (20 Nov 2019)

Eoghan Murphy: I thank the Deputy for his question. The O'Devaney Gardens site is an incredibly important one for the people of Dublin. Two years ago, a Sinn Féin-led majority in the local authority agreed a proposal for the site, and that proposal has been out to tender since then. We finally have a contractor but, at the 11th hour, councillors changed their mind and put this huge project at risk....

Eoghan Murphy: Fortunately, the original proposal has gone through and the site will be developed.

Ceisteanna ar Reachtaíocht a Gealladh - Questions on Promised Legislation (20 Nov 2019)

Eoghan Murphy: It is the policy of this Government that it is a public good to use public land for all of the public. That means having mixed housing on public sites, comprising social, affordable and private units.

Ceisteanna ar Reachtaíocht a Gealladh - Questions on Promised Legislation (20 Nov 2019)

Eoghan Murphy: We have the agreed breakdown now and as much as €100 million will go into the site. There are no policies from Fianna Fáil in this area and that is why its leader is heckling me while I am trying to answer. His party has no solutions for housing. It has supported Rebuilding Ireland for the past three years, during which time it has not produced its own housing plan, as...

Ceisteanna ar Reachtaíocht a Gealladh - Questions on Promised Legislation (20 Nov 2019)

Eoghan Murphy: The majority of affordable houses will sell to members of the public for €300,000. A teacher and garda, for example, earning €55,000 between them, will be able to afford one of these homes.

Ceisteanna ar Reachtaíocht a Gealladh - Questions on Promised Legislation (20 Nov 2019)

Eoghan Murphy: Land hoarding is something we have to tackle. That is why I more than doubled the vacant site levy-----

Ceisteanna ar Reachtaíocht a Gealladh - Questions on Promised Legislation (20 Nov 2019)

Eoghan Murphy: -----when I was appointed as Minister. When it comes to fast-track planning, it has been successful in the delivery of thousands of homes. A number of sites have not been developed yet and that is why we are bringing forward the proposals for use it or lose it planning permission. In tandem with that, we are extending out the SHD process until the end of 2021, and in tandem with that, we...

Ceisteanna ar Reachtaíocht a Gealladh - Questions on Promised Legislation (20 Nov 2019)

Eoghan Murphy: I thank the Deputy for raising the question. We know we have to review our sustainable housing guidelines. Each local authority is working to the 2005 guidelines. The issue is between ourselves and the Commission in making sure the revised guidelines meet the needs of people and communities throughout the country and meet the objectives of the national planning framework and the regional...
