Phil Hogan: We are part of the progressive group of countries that work with the European Union and the Commission to advance the cause of being leaders in the world in respect of climate change. We must get the balance right between economic growth and environmental considerations. If we wish to get that balance right, we must be mindful of our competitiveness and working in step with our European...
- Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Forthcoming Environment Council: Minister for the Environment, Community and Local Government (5 Jun 2014)
Phil Hogan: We will be working with our European partners on how we will meet our 2020 and 2030 targets. Obviously, we will be guided by the Department of Communications, Energy and Natural Resources in respect of how we are doing at present in terms of fitting in with the 2020 targets. We have a very big challenge there. Modelling is being done by UCC and the Economic and Social Research Institute,...
- Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Forthcoming Environment Council: Minister for the Environment, Community and Local Government (5 Jun 2014)
Phil Hogan: There is a role to be played whereby we are not waiting around for these discussions to be completed at EU level. We are asking Departments with responsibility for energy, agriculture and transport, in particular, to come forward with their sectoral roadmaps. These are the proactive measures we are taking to force those Departments, in a sense, to devise the practical measures that will...

- Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Forthcoming Environment Council: Minister for the Environment, Community and Local Government (5 Jun 2014)
Phil Hogan: I was hoping to bring it to Cabinet before the summer recess. If I can get it to Cabinet early and finalise the work that must take place with the Office of the Attorney General and Office of the Parliamentary Counsel, I would hope to bring it to the Houses before the summer. However, it is expected to go to the Cabinet before the summer anyway.
- Cemetery Management Bill 2013: Second Stage [Private Members] (6 Jun 2014)
Phil Hogan: I thank Deputy Maloney for publishing this Bill, availing of the Friday facility for Private Members' Bills and for providing the opportunity to discuss important matters such as this one. The provisions of Deputy Maloney's Bill have been closely examined by the Department. It presents an earnest attempt to deal with the issues he has discussed. The Deputy has raised other issues as well...

Phil Hogan: That is not regulated either.
- Cemetery Management Bill 2013: Second Stage [Private Members] (6 Jun 2014)
Phil Hogan: I thank Deputies for their contributions. I remind Deputy Broughan that Irish Water is not a regulator.
- Cemetery Management Bill 2013: Second Stage [Private Members] (6 Jun 2014)
Phil Hogan: No. It is a commercial semi-State body. I thought the Deputy would be in favour of a commercial semi-State body.

Phil Hogan: It is not in private ownership.
- Cemetery Management Bill 2013: Second Stage [Private Members] (6 Jun 2014)

- Cemetery Management Bill 2013: Second Stage [Private Members] (6 Jun 2014)
Phil Hogan: If Deputy Broughan thinks that the water quality and other water issues in Dublin are good, he has a problem.
- Cemetery Management Bill 2013: Second Stage [Private Members] (6 Jun 2014)
Phil Hogan: I thank Deputy Maloney for bringing forward this Bill. It gives everybody an opportunity to have a look at where we are. I agree with Deputy Broughan that we have been slow in dealing with some of the issues that have been raised over the years. I will certainly take a personal interest in trying to bring forward some of the issues. I have a problem with quangos being established and a...
- Topical Issue Debate: Local Government Reform (10 Jun 2014)
Phil Hogan: I thank Deputy Humphreys for raising this important matter. As he knows, the establishment of a directly elected mayor across the area of the four local authorities in Dublin has been attempted a number of times by Governments over the years, and there have been a number of changes of heart by those Governments, with a lack of structured consultation with local representatives or the people...
- Topical Issue Debate: Local Government Reform (10 Jun 2014)
Phil Hogan: I again assure Deputy Humphreys that I am committed to the concept of a directly elected mayor for Dublin. It is regrettable that in the discussions between the four local authorities it was not possible for them to reach consensus on what should constitute the powers and functions of a directly elected mayor. It certainly was not possible for me to ignore the fact that one of the local...
- Topical Issue Debate: Register of Electors Administration (10 Jun 2014)
Phil Hogan: I thank Deputy McLoughlin for raising this very important issue, which is of interest to us all. In law, the preparation of the register of electors, including the supplement to the register, is a matter for each local registration authority. It is their duty to ensure, as far as possible and with the co-operation of the public, the accuracy and comprehensiveness of the register. It is...
- Topical Issue Debate: Register of Electors Administration (10 Jun 2014)
Phil Hogan: I have listened with interest to the points made by Deputy McLoughlin. I assure him I share his concern about some of the anomalies that are cropping up too frequently in elections, particularly the need to identify the people who are registering, either directly in the formal electoral register process or through the supplementary register. We are looking at the use of PPS numbers as one...
