However, it has loopholes and unscrupulous landlords — I would like to believe there are few — could force tenants onto the highways for invalid reasons. At present, there are approximately 5,500 homeless people in the country and we do not want this Bill to be the cause of there being more. My amendment is valid and should be accepted.
