Tommy Broughan: I welcome the delegates and thank them for their thought provoking presentation. A few members probably agree with IBEC about the rainy day fund. When we prepare submissions, we usually cost them. What would be the total cost to the Exchequer of a proposal similar to the Swedish scheme?

Tommy Broughan: However, Sweden seems to be privatising many services which used to be publicly funded such as childcare, eldercare and so forth. It is moving away from the social democratic approach. Perhaps that has something to do with the numbers of companies coming forward.

Tommy Broughan: The Home Building Finance Ireland Bill 2018 was announced last October in budget 2018 and HBFI was expected to be functioning and giving out loans by the end of quarter 2 of 2018. It is now expected to be operational at the end of the year. One would think that there was not a housing crisis and no need for radical emergency measures, if we take nine months to bring in basic legislation....
