Paul Connaughton Snr: I find it difficult to disagree with the sentiments Deputy Gilmore expressed. I have spent a lifetime involved in group water schemes and I am a trustee of one such scheme. As the Minister knows, those small schemes brought water to rural Ireland and there has been little thanks given to those who spent a lot of time on the issue. At least it could be argued that we were legally responsible...
