Select Committee on Jobs, Enterprise and Innovation: Personal Injuries Assessment Board (Amendment) (No.2) Bill 2018: Committee Stage (4 Dec 2018)

Maurice Quinlivan: Yes, I apologise.

Select Committee on Jobs, Enterprise and Innovation: Personal Injuries Assessment Board (Amendment) (No.2) Bill 2018: Committee Stage (4 Dec 2018)

Maurice Quinlivan: I am concerned that the proposal makes the board more corporate Ireland because Insurance Ireland, the Central Bank and another entity will have a nomination each but ICTU loses two places and IBEC loses one place. If there is no support for my proposal then I shall withdraw my opposition with the proviso that----

Select Committee on Jobs, Enterprise and Innovation: Personal Injuries Assessment Board (Amendment) (No.2) Bill 2018: Committee Stage (4 Dec 2018)

Maurice Quinlivan: Yes.

Select Committee on Jobs, Enterprise and Innovation: Personal Injuries Assessment Board (Amendment) (No.2) Bill 2018: Committee Stage (4 Dec 2018)

Maurice Quinlivan: It is not simply a case that we want ICTU to be included in order to represent trade union members. That is not what we are about at all. There has been a lot of talk about fraud and people making false claims. We all agree that has happened and we want to deal with the issue. We must also remember that people do get injured and they must be compensated. We want to make sure that someone...

Select Committee on Jobs, Enterprise and Innovation: Personal Injuries Assessment Board (Amendment) (No.2) Bill 2018: Committee Stage (4 Dec 2018)

Select Committee on Jobs, Enterprise and Innovation: Personal Injuries Assessment Board (Amendment) (No.2) Bill 2018: Committee Stage (4 Dec 2018)

Maurice Quinlivan: My party opposes section 13 in its entirety. This section seeks to give the Minister power to take the financial reserves of PIAB, which currently stands at €19 million. I oppose the change as PIAB has built up the reserve over years, since its establishment, by continually re-engineering efficient processes and fighting judicial reviews by vested interests. This money was collected...

Select Committee on Jobs, Enterprise and Innovation: Personal Injuries Assessment Board (Amendment) (No.2) Bill 2018: Committee Stage (4 Dec 2018)

Maurice Quinlivan: Again, I reserve my position. We may return to this section. The reason I want PIAB to retain unspent money is to allow it to do other things. We are talking of changing the book of quantum every three years and PIAB would require funding for this task. As Deputy Kelleher said, a future Minister for Finance may decide not to provide the funding needed. Fees have come down already in...

Select Committee on Jobs, Enterprise and Innovation: Estimates for Public Services 2018
Vote 32 - Business, Enterprise and Innovation (Supplementary)
(5 Dec 2018)

Maurice Quinlivan: I agree with the comments on local enterprise offices, which are very important. I met representatives of them again recently in Limerick and they are the first port of call when people come in, especially those in small and medium enterprises. I thank the Minister for her presentation and her Department for sending us the notes. I am particularly pleased to see redistribution of the...

Select Committee on Jobs, Enterprise and Innovation: Estimates for Public Services 2018
Vote 32 - Business, Enterprise and Innovation (Supplementary)
(5 Dec 2018)

Maurice Quinlivan: I thank the Minister for her reply. I do not have a problem with the staff working there and I have spoken with a few of them. The director is coming before the committee in the new year and we are looking forward to that exchange of views. We just want the office to be strengthened with additional funds.

Select Committee on Jobs, Enterprise and Innovation: Estimates for Public Services 2018
Vote 32 - Business, Enterprise and Innovation (Supplementary)
(5 Dec 2018)

Maurice Quinlivan: When I spoke about the cap for the further growth loan scheme, I was also wondering if there is a cap on the amount of money that can be drawn down. What size loan could a company get?

European Investment Fund Agreement Bill 2018 [Seanad]: Second Stage (6 Dec 2018)

Maurice Quinlivan: Sinn Féin will support this important Bill. It is important for us to do whatever we can to help SMEs to access credit. Many of those involved with such enterprises have told us that they are unable to access credit at the moment. They are getting the run-around from the banks. I agree with Deputy Kelleher that the funds which are approved and made available have to be additional...

Consumer Credit (Amendment) Bill 2018: Second Stage [Private Members] (12 Dec 2018)

Maurice Quinlivan: I intended to address some technical issues related to moneylending and such. I am disappointed that the Minister of State is pressing his amendment. He will not win that. He will call a division on something he will not win. Fianna Fáil has indicated its support for the Bill. With the Sinn Féin votes, Fianna Fáil votes and those of others which I am sure there will be,...
