Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Veterinary Medicinal Products, Medicated Feed and Fertilisers Regulation Bill 2022: Discussion (Resumed) (11 Oct 2022)

Tim Lombard: So that is nose up.

Seanad: An tOrd Gnó - Order of Business (19 Oct 2022)

Tim Lombard: I join with colleagues in asking for a debate on the forestry sector. This morning, we had an important briefing which gave a very good insight into where we are going with the huge issue of forestry in Ireland. There is a real need for a debate on forestry because the new forestry programme, which was supposed to be announced and enacted in January, has not come forward yet. People...

Seanad: Nithe i dtosach suíonna - Commencement Matters: Health Services (20 Oct 2022)

Tim Lombard: I welcome the Minister of State. I wish to raise the really significant issue of podiatry care in west Cork and will begin by providing some background information. There are more than 300 people in west Cork on a waiting list that is going nowhere. The majority of the people on the list are elderly. Many suffer with arthritis and diabetes and they need podiatry care. Last March, 15 out...

Seanad: Nithe i dtosach suíonna - Commencement Matters: Health Services (20 Oct 2022)

Tim Lombard: I thank the Minister of State for his response. The key issue is the number of vacancies. Six months ago, according to the figures I received, 15 out of 25 whole time equivalent posts were vacant in the Cork, Kerry region. I seek an update on the recruitment campaign. Perhaps the Minister of State does not have up-to-date figures. I ask that the Department provide such figures to me in...

Seanad: An tOrd Gnó - Order of Business (20 Oct 2022)

Tim Lombard: This is a rare occasion. I would like to comment on Senator Garvey's contribution. I was there this morning. The response read out by the Minister of State, Deputy Peter Burke, was a disgrace. It was a very appropriate question. As that question has been asked on school transportation and given the way the rules of the Seanad work, it will be six months before we can go back into that...

Seanad: An tOrd Gnó - Order of Business (20 Oct 2022)

Tim Lombard: I cannot raise this issue for the next six months because of the bluff we got earlier. Do we need to go suspending Standing Orders? Do we need to put down motions? I am not sure where to go next, but the kids of west Cork deserve better, the kids of Ireland deserve better and to be perfectly honest this House deserves better than what we got this morning. I put it to the Cathaoirleach...

Joint Committee on the Irish Language, the Gaeltacht and the Irish Speaking Community: Díolúintí i leith Staidéar na Gaeilge sa Mheánscolaíocht: Plé (Atógáil) (12 Oct 2022)

Tim Lombard: I thank the Cathaoirleach for his courtesy in allowing me speak with my not being a member of the committee. I thank everyone for their presentation. I will ask the Dyslexia Association Ireland a few things. What is dyslexia? What is the issue? Will Mr. Ewing define it? It is not just reading and writing, organisational skills, self-esteem issues, tiredness or trying to cope with the...

Joint Committee on the Irish Language, the Gaeltacht and the Irish Speaking Community: Díolúintí i leith Staidéar na Gaeilge sa Mheánscolaíocht: Plé (Atógáil) (12 Oct 2022)

Tim Lombard: Will Mr. Ewing give me an example of organisational skills such as making sure your shoes are there in the morning and your keys are in the usual spot? Will Mr. Ewing explain those issues not alone for kids but for adults?

Joint Committee on the Irish Language, the Gaeltacht and the Irish Speaking Community: Díolúintí i leith Staidéar na Gaeilge sa Mheánscolaíocht: Plé (Atógáil) (12 Oct 2022)

Tim Lombard: The stress kids with dyslexia face is a massive issue for the child, the family and everyone in the setting. Families are trying to cope daily and weekly. Will Mr. Ewing elaborate on the stress on the household?

Joint Committee on the Irish Language, the Gaeltacht and the Irish Speaking Community: Díolúintí i leith Staidéar na Gaeilge sa Mheánscolaíocht: Plé (Atógáil) (12 Oct 2022)

Tim Lombard: Will Mr. Ewing explain to me how percentiles, which go from one to ten, operate? Will he explain where they go and how they are measured?

Joint Committee on the Irish Language, the Gaeltacht and the Irish Speaking Community: Díolúintí i leith Staidéar na Gaeilge sa Mheánscolaíocht: Plé (Atógáil) (12 Oct 2022)

Tim Lombard: On the psychologist’s assessment, how frequently does a school get the opportunity to access that? I am hearing there is one per school. That is for a country school and the figure is probably more in bigger schools. How available are those assessments?

Joint Committee on the Irish Language, the Gaeltacht and the Irish Speaking Community: Díolúintí i leith Staidéar na Gaeilge sa Mheánscolaíocht: Plé (Atógáil) (12 Oct 2022)

Tim Lombard: With such a limited opportunity to get an assessment, children have primary level to get their base, the core of reading and writing. If they do not get the assessment or the interaction that is required, for children in the third, fourth, fifth, sixth or seventh percentile going into secondary school without being diagnosed, what are their chances of even surviving secondary school?

Joint Committee on the Irish Language, the Gaeltacht and the Irish Speaking Community: Díolúintí i leith Staidéar na Gaeilge sa Mheánscolaíocht: Plé (Atógáil) (12 Oct 2022)

Tim Lombard: This is dyslexia awareness month and this is an unusual conversation to have in the month that is in it. My problem is that for the family, the parent, the child and the unit at home, their biggest issues are access to assessment, access to an understanding by the public and access to technology. Mr. Ewing has not mentioned that word today. Will he explain where technology comes in?

Joint Committee on the Irish Language, the Gaeltacht and the Irish Speaking Community: Díolúintí i leith Staidéar na Gaeilge sa Mheánscolaíocht: Plé (Atógáil) (12 Oct 2022)

Tim Lombard: My last question is for Professor Ó Duibhir. I am taking liberties and I deeply apologise for it. We have had a very interesting debate. The Dyslexia Association of Ireland talked about what is required for the parent, the child and the family unit, and the stress that is involved. We heard how that child deals with normal issues, such as where his or her shoes are in the morning....

Joint Oireachtas Committee on Agriculture, Food and the Marine: EU Nature Restoration Target and General Scheme of the Veterinary Medicinal Products, Medicated Feed and Fertilisers Regulation Bill 2022: Discussion (Resumed) (19 Oct 2022)

Tim Lombard: I would like to apologise. Like other Deputies and Senators, I was dipping in and out of a meeting. The economic impact this could have on our agricultural entities has not been quantified in so many ways. We are looking at the co-operative movements, the meat factories and all the way down to the merchants. If were to bring this forward, the 20% rewetting proposal, it would have a huge...

Tim Lombard: I will be brief as we have been this for three and a half hours. I compliment the five farming organisations. This is our third session examining this issue. Nearly everything has been said and today has been positive. The information we have been given is practical and also gives an indication of where we need to go in making sure this Bill is workable. The terminology used by the Data...

Tim Lombard: Welcome back. There has been a change in Chair. There is a vote in the Dáil, so I am taking over for the time being. We have representatives here from the Irish Farmers’ Association, IFA, the Irish Cattle and Sheep Farmers Association, ICSA, the Irish Creamery Milk Suppliers Association, ICMSA and Macra na Feirme. Before we go any further, I must read a note privilege so the...

Seanad: Nithe i dtosach suíonna - Commencement Matters: Forestry Sector (25 Oct 2022)

Tim Lombard: I thank the Acting Chairperson. To clarify, I am sharing time with Senator Carrigy so do we have four minutes each?

Seanad: Nithe i dtosach suíonna - Commencement Matters: Forestry Sector (25 Oct 2022)

Tim Lombard: I tried my best but what can you do?

Seanad: Nithe i dtosach suíonna - Commencement Matters: Forestry Sector (25 Oct 2022)

Tim Lombard: Indeed. You cannot get around a Kerryman. The Minister is very much aware of this important issue. Senator Carrigy and I tabled this Commencement matter to seek clarity about the new forestry programme. There has been significant worry in the industry, especially in the past two or three years, about afforestation rates and how we can move the sector forward. Unfortunately, the...
