- Seanad: Public Health (Tobacco) (Amendment) Bill 2009: Committee and Remaining Stages (15 Jul 2009)
Frances Fitzgerald: Is the Minister of State familiar with the marketing campaigns that are ongoing which say, no ID, no sale. They are clearly subliminally about tobacco advertising.
- Seanad: Public Health (Tobacco) (Amendment) Bill 2009: Committee and Remaining Stages (15 Jul 2009)
Frances Fitzgerald: Perhaps the Minister of State would give an undertaking that the officials might examine the matter. It does not appear to be within the spirit of the legislation. In terms of the ongoing monitoring of the legislation, this is one area that will need to be monitored and a decision will need to be made as to whether it comes within the legislation or undermines it. It may be considered...
- Seanad: Public Health (Tobacco) (Amendment) Bill 2009: Committee and Remaining Stages (15 Jul 2009)
Frances Fitzgerald: As amendments Nos. 1, 2 and 4 to 11, inclusive, are related, they have all been dealt with in the division on amendment No. 1. I do not agree with these provisions because they effectively mean that public health issues are not central. That is why I called a vote. However, I do not propose to press the remaining amendments.
- Seanad: Public Health (Tobacco) (Amendment) Bill 2009: Committee and Remaining Stages (15 Jul 2009)
Frances Fitzgerald: I move amendment No. 12: In page 5, before section 4, to insert the following new section: 4.âAny approved signage regarding age restrictions on the sale of tobacco products, or any other matter, must be approved by the Department of Health and Children and must not carry the colour scheme of tobacco brands on the market. We discussed advertising issues earlier but this amendment deals with...
- Seanad: Public Health (Tobacco) (Amendment) Bill 2009: Committee and Remaining Stages (15 Jul 2009)
Frances Fitzgerald: I move amendment No. 13: In page 5, between lines 41 and 42, to insert the following: "(2) The display of a sign or artifact which advertises cigarettes, where the brand displayed is one which is no longer available for sale in the form displayed or advertised on the sign or artifact, is not prohibited.". This is a minor point concerning premises with antique signs that are there for historic...
- Seanad: Order of Business (23 Sep 2009)
Frances Fitzgerald: Why have the writs not been moved for current vacancies in the Seanad? Is this yet another example of paralysis between the Green Party and Fianna Fáil in Government? Are we awaiting the outcome of negotiations on the programme for Government before this can be done? Will the Leader explain why Private Members' Business has been dropped from the Order of Business today? I do not know if...
- Seanad: Order of Business (23 Sep 2009)
Frances Fitzgerald: Such optimism.
- Seanad: Order of Business (23 Sep 2009)
Frances Fitzgerald: On a point of order, I was told by the Leader that Fine Gael would be first to have Private Members' time this session. I do not know why he is saying it was Fianna Fáil's turn for Private Members' time this evening. I was told by him that Fine Gael would have the first Private Members' time, which I understood would happen the first week we returned, which is tonight.
- Seanad: Order of Business (23 Sep 2009)
Frances Fitzgerald: Is the Leader saying this week will not comprise the routine work of the Seanad and we are not putting on the Order Paper what we normally put on it for a working week?
- Seanad: Order of Business (23 Sep 2009)
Frances Fitzgerald: Is the Leader repeating Government policy?
- Seanad: Order of Business (23 Sep 2009)
Frances Fitzgerald: Yes.
- Seanad: Order of Business (24 Sep 2009)
Frances Fitzgerald: Will the Leader ensure adequate time is provided for consultation on the Bill with interested parties? Will a good break be provided for between Second and Committee Stages to allow for such consultation rather than rushing the legislation through? Yesterday, we witnessed a new level of disunity and disagreement among Ministers on the way forward economically with the Tánaiste becoming the...
- Seanad: Order of Business (24 Sep 2009)
Frances Fitzgerald: It is causing untold stress. As a number of Members said yesterday, if the House is to mean anything, will the Minister of State come and put the facts before us? He did not do so when he attended the House previously. We need the facts and the truth; the parents deserve no less.
- Seanad: Order of Business. (6 Oct 2009)
Frances Fitzgerald: Members of Fine Gael and many Members of this House are delighted with the result of the referendum on the Lisbon treaty and the central role Ireland will continue to play within the European Union. In its campaign, led by Deputy Kenny, Fine Gael put the country first. It is important that the Government does not interpret the result of the vote as an endorsement of its work. If there was...
- Seanad: Order of Business. (6 Oct 2009)
Frances Fitzgerald: People struggling with unemployment and trying to pay their mortgage and bills are certainly looking for solutions. They want to see more than what they have received so far. I would like the Minister for Enterprise, Trade and Employment, Deputy Coughlan, to come before the House to discuss employment and the provision of incentives to see how we can begin to tackle the long unemployment queues.
- Seanad: Order of Business (7 Oct 2009)
Frances Fitzgerald: Recent disclosures of excesses at FÃS and yesterday's events involving the Ceann Comhairle and ministerial expenses can only be described as a line in the sand as to how the Oireachtas and Ministers should do their business and how hard earned public money should be spent. The issue of reform must be on the agenda. The Ceann Comhairle has reached the correct decision to resign. He is the...
