Seymour Crawford: The fines Bill allows for increases in fines and indexation and so on. The House was promised an attachment of fines Bill on a number of occasions. However, it is not on the list. Will the Minister for Finance indicate if and when it will be added to the list? If we increase fines, we must have some way of collecting them.

Seymour Crawford: I wish to share my time with Deputy Deenihan. I want to comment on an issue Deputy Devins raised about medical cards. I welcome any increase in the number of medical cards, but one must remember that during the last election campaign 200,000 additional medical cards were promised and there were no restrictions on how they would be allocated.
