- Seanad: National Social Enterprise Policy: Statements (1 Oct 2025)
Eileen Lynch: Cuirim fáilte roimh on Aire Stáit agus gabhaim buíochas leis as a óráid. What we are discussing today in terms of the national social enterprise policy is incredibly important for rural Ireland. It combines two vital strands, namely that public policy must serve social purpose and that rural and regional areas deserve every opportunity to thrive in a sustainable...
- Seanad: Agricultural Sector: Motion (1 Oct 2025)
PJ Murphy: I second the motion.
- Seanad: Agricultural Sector: Motion (1 Oct 2025)
PJ Murphy: The Minister is very welcome here today and I thank him for coming to the Seanad this evening. Like my colleague Senator Brady, I believe this is a very positive motion with largely positive amendments. There are just a few points in the motion I would like to touch on. No more than my colleague Senator Brady, the first thing I would like to touch on is the bovine tuberculosis action...
- Seanad: Agricultural Sector: Motion (1 Oct 2025)
Eileen Lynch: I thank the Minister of State for being with us. I am delighted to support the motion. It is incredibly important. Now, more than ever, we need to realise the importance of agriculture and farming to our economy. Last week, I attended a meeting of delegates from across Europe on the vision for food strategy. While we all came from different countries and farming backgrounds, the common...
- Joint Oireachtas Committee on Agriculture and Food: Challenges Facing the Tillage Industry: Discussion (1 Oct 2025)
Eileen Lynch: I thank Teagasc and the Department for their presentations. As we are all aware, the Irish tillage industry is facing massive challenges. While the industry inevitably needs aid, it needs more than that to make it sustainable. On the vision for the future of tillage, the witnesses pointed out different issues. How are we going to put that plan into action? Aid has been predicted and...
- Joint Oireachtas Committee on Agriculture and Food: Challenges Facing the Tillage Industry: Discussion (1 Oct 2025)
Eileen Lynch: I appreciate where Ms Byrne is coming from but I am seeking a strategy. I am aware that the budget will be next week and everything has yet to be finalised. On support for the processing industry, insofar as there has been a lot of investment in storage, can the Department guarantee funding for that? I ask because for the past ten years there has been incredibly little investment in that...
- Joint Oireachtas Committee on Agriculture and Food: Challenges Facing the Tillage Industry: Discussion (1 Oct 2025)
Eileen Lynch: I am asking about further financial support for the grain processing industry, for drying and storage.
- Joint Oireachtas Committee on Agriculture and Food: Challenges Facing the Tillage Industry: Discussion (1 Oct 2025)
Eileen Lynch: Yes.
- Joint Oireachtas Committee on Agriculture and Food: Challenges Facing the Tillage Industry: Discussion (1 Oct 2025)
Eileen Lynch: Yes, but it is not targeted at storage. There has been underinvestment in the storage of grain. There is also the fact that people have to pay a commercial rate on drying storage but not for general agriculture and buildings. That is another massive cost for tillage farmers who are drying and storing grain.
- Seanad: Nithe i dtosach suíonna - Commencement Matters: Disability Services (8 Oct 2025)
Eileen Lynch: Cuirim fáilte roimh an Aire Stáit. I want to highlight an urgent and important matter concerning disability services in my county of Cork, specifically the long-awaited completion and opening of the new building for the Pathways adult disability day services programme, which is hosted by Horizons, formerly known as Cope, in Montenotte in Cork city. This facility was promised as a...
- Seanad: Nithe i dtosach suíonna - Commencement Matters: Disability Services (8 Oct 2025)
Eileen Lynch: I thank the Minister of State for her response, which I appreciate. I welcome the funding under the Department in yesterday's budget and the extra hours for adult school leavers. I note what she has said on this issue. However, today is 8 October. I am a little sceptical that all the refurbishments will be done by mid-October. I am also concerned that, as per the Minister of State's...
- Joint Oireachtas Committee on Agriculture and Food: Social Farming: Discussion (8 Oct 2025)
Eileen Lynch: I thank the witnesses for being here today and for their presentations. I welcome the participants on the scheme who are here. I come from a farming background and am also from mid-Cork. In Cork, social farming is generally done through our local development companies. IRD Duhallow would be the one most local to me. I commend the witnesses on the fantastic work that social farming...
- Joint Oireachtas Committee on Agriculture and Food: Social Farming: Discussion (8 Oct 2025)
Eileen Lynch: I am sorry, I am just conscious of my time. I appreciate Mr. Crohan's points about it being an agricultural initiative, which it is, but it is also a lot more than that. The funding is only coming from agriculture as opposed to local authorities, health, disabilities or the Department of Rural and Community Development and the Gaeltacht. Have they been approached for funding for the work...
- Joint Oireachtas Committee on Agriculture and Food: Supports for Private Advisory Providers Delivering Advice on Nitrates and Water Quality Improvements: Agricultural Consultants Association (8 Oct 2025)
Eileen Lynch: I thank all the witnesses for being with us today. I find the situation quite incredible. I have been thinking about it for the last 40 minutes or so as it has been discussed and I cannot quite believe it. I echo the comments of my colleagues. We will be raising this directly with the Minister. There are so many things wrong with this. The consultants have spoken a lot about derogation...
- Joint Oireachtas Committee on Agriculture and Food: Supports for Private Advisory Providers Delivering Advice on Nitrates and Water Quality Improvements: Agricultural Consultants Association (8 Oct 2025)
Eileen Lynch: I know the ACA met with Department officials lately but in the last 12 months, has there been any satisfaction from either the Minister or Department officials about what is essentially the ACA's exclusion from information? Obviously, it is not only of benefit to the ACA but also of massive benefit to its clients and the 60,000 plus farmers across the country it represents. It is truly...
- Committee on European Union Affairs: Engagement with Representatives of the European Committee of the Regions (8 Oct 2025)
Eileen Lynch: I thank the president and Councillor Coughlan for their presentations. It was good to see them both yesterday. Councillor Coughlan is a former colleague. I also spent a brief period on the European Committee of the Regions earlier this year and I feel I have a good understanding of the valuable work it does. Cohesion policy is obviously the big talking point. From their point of view,...
- Committee on European Union Affairs: Engagement with Representatives of the European Committee of the Regions (8 Oct 2025)
Eileen Lynch: Do the witnesses have a comment on my second question? I do not think anyone commented on it yet.
- Committee on European Union Affairs: Engagement with Representatives of the European Committee of the Regions (8 Oct 2025)
Eileen Lynch: I thank Ms Coughlan.
- Joint Oireachtas Committee on Housing, Local Government and Heritage: Multiple Unit Developments: Discussion (14 Oct 2025)
PJ Murphy: I thank the witnesses for their evidence, which has been most informative. Before coming to my job in the Seanad, I worked as a carpenter for 20 years. I worked with countless management companies around the country. Again and again, the companies had exactly the problem the witnesses have highlighted, that is, the non-payment of contribution. Mr. Montague said the rate of non-payment is...
- Joint Oireachtas Committee on Housing, Local Government and Heritage: Multiple Unit Developments: Discussion (14 Oct 2025)
PJ Murphy: That is exactly the point I want to get to.
