John Gilroy: The Senator seems to be scoring points against his constituency colleagues. I would welcome a full discussion on the capital programme. Perhaps Senator Byrne would not welcome such a discussion because it might at last become obvious to him that the reason for the cuts and reductions in the first place is the decisions made by the Government of which he was part.
