Thomas Pringle: Question 3: To ask the Minister for Communications; Energy and Natural Resources if he has considered the development of a wood biomass industry to offset home heating oil imports, to create indigenous jobs and to reduce carbon emissions here; and if he will make a statement on the matter. [24144/11]

Alternative Energy Projects (14 Sep 2011)

Thomas Pringle: I thank the Minister for his reply, although only the last two sentences address my question. There is great potential to create an indigenous wood for home heating industry which would offset the importation of home heating oil. Given that, as the Minister stated, we are currently importing all the heating oil we use, such a development would greatly assist with our balance of payments....

Alternative Energy Projects (14 Sep 2011)

Thomas Pringle: I suggest that the Minister's officials contact the Donegal Woodland Owners Association and Western Development Commission, which is currently running the RASLRES programme that is examining the potential of this industry. I believe that a policy rather than a subsidy is what is required to encourage and develop this industry and I do not believe the EU-IMF-ECB or anyone else would have a...

Reform of the Common Agricultural Policy: Motion (Resumed) (15 Sep 2011)

Thomas Pringle: I welcome the opportunity to speak on this Private Members' motion. It arises from the document leaked from the European Commission this month that contains the basis of the Commission's proposals for the reform of the Common Agricultural Policy. It has been widely disapproved of by the farming organisations and has been condemned as unworkable. The Minister stressed in his contribution...

An Bille um an Tríochadú Leasú ar an mBunreacht (Fiosruithe Thithe an Oireachtais) 2011 — An Dara Céim / Thirtieth Amendment of the Constitution (Houses of the Oireachtas Inquiries) Bill 2011 — Second Stage (15 Sep 2011)

Thomas Pringle: I welcome the opportunity to speak on the Thirtieth Amendment of the Constitution (Houses of the Oireachtas Inquiries) Bill 2011. This Bill is an attempt to overcome the Abbeylara judgment which prevented the Oireachtas from carrying out effective investigations into matters of general public importance. There is no doubt but that all Members of this House want Oireachtas Committees to have...

Introduction of Water Charges (15 Sep 2011)

Thomas Pringle: I thank the Minister of State for his response. Unfortunately, it is practically the same response he gave last March to similar questions that were asked then. Householders are preparing for 2012 so they should be given some clarity as to what water charges they can expect. The issue of waivers for those on social welfare and other low incomes should also be addressed. In that way,...

Introduction of Water Charges (15 Sep 2011)

Thomas Pringle: I presume the report will examine what the standing charge will be for households, which will make the free allowance moot. I believe the standing charge will be significant and will raise the cost of water charges significantly for householders. Are there any current discussions to indicate what the standing charge will be for householders?

Introduction of Water Charges (15 Sep 2011)

Thomas Pringle: Standing charges already exist for industrial users.

Introduction of Water Charges (15 Sep 2011)

Thomas Pringle: Will the Minister of State confirm what the standing charge will be for households?

Introduction of Water Charges (15 Sep 2011)

Thomas Pringle: So will there not be a standing charge?

Septic Tank Regulation (15 Sep 2011)

Thomas Pringle: Given that we have had a planning system since 1963, why is a registration fee required? Local authorities should be aware of the location of houses and septic tanks because all planning applications are registered with them. They should be able to inspect them without needing to charge for a new registration system. In regard to the proposed national register of septic tanks, will it be...

European Financial Stability Facility and Euro Area Loan Facility (Amendment) Bill 2011: Second Stage (Resumed) (21 Sep 2011)

Thomas Pringle: I welcome the opportunity to contribute to the debate on the European Financial Stability Facility and Euro Area Loan Facility (Amendment) Bill 2011. The Bill arises out of a European Council decision of 24 June and a European summit of 21 July which agreed to increase the EFSF from €278 billion to allow for a loan facility of up to €440 billion to be provided to member states. It also...

Employment and National Internship Scheme: Motion (27 Sep 2011)

Thomas Pringle: I welcome the opportunity to speak on the Private Members' motion on behalf of the Technical Group. It is a worthwhile and timely motion, coming against a background where we are rapidly approaching 500,000 people unemployed, with companies like TalkTalk moving abroad to low cost economies, doing what multinationals do, spending time here before moving on to where they can make even more...
