Committee on Budgetary Oversight: Draft Stability Programme Update: Engagement with Minister for Finance (27 Apr 2021)

Paschal Donohoe: It was Germany and France. They are restating long-known and well-held positions on corporate tax levels within the EU. I am not at all surprised by what they said. They have in other fora recently stated that they wanted to see an increase in corporate tax rates across the world.

Select Committee on Finance, Public Expenditure and Reform, and Taoiseach: Finance (European Stability Mechanism and Single Resolution Fund) Bill 2021: Committee Stage (25 Nov 2021)

Paschal Donohoe: I expect that it would contain commitments as to how borrowing would be reduced and over how long a period. Then it would be up to the ESM and the member state engaging with the ESM what level of detail it would go into as to how that borrowing would be reduced.

Written Answers — Department of Finance: Tax Code (20 Jun 2018)

Paschal Donohoe: The Energy and Environmental Tax Strategy Group Paper will examine the issue of the tax treatment of private cars when provided by an employer to an employee. It is the long standing practice of the Minister for Finance not to comment on measures which may or may not be included in the upcoming budget.

Written Answers — Department of Finance: Budget 2023 (27 Sep 2022)

Paschal Donohoe: As the Deputy will be aware, it is a long-standing practice that the Minister for Finance does not comment, in advance of the Budget, on any tax matters that might be the subject of a Budget decision. The correspondence submitted by the Deputy has been reviewed as part of the pre-budget process.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Banking Issues: Discussion (Resumed) (21 Sep 2022)

Paschal Donohoe: I am sorry to have to inform the Deputy of this. I would have thought, as a long-standing and distinguished member of the committee, that he would be aware of that fact. It is the Central Bank of Ireland that determines it. The Central Bank is intensively engaging with Ulster Bank with regard to its withdrawal.

Public Accounts Committee: 2011 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 40 - Health Service Executive
Health Service Executive Financial Statements 2011
(25 Apr 2013)

Paschal Donohoe: ...meetings. Progress has been made in that regard as well. We had a discussion on the allocation of patients to nursing homes and the prioritisation decision made, which has been outlined. How long will that decision be maintained?

Committee on Transport and Communications: Select Sub-Committee on Transport, Tourism and Sport: Harbours Bill 2015: Committee Stage (11 Nov 2015)

Paschal Donohoe: I acknowledge the Deputy’s long-standing interest in this matter but I put it to him that if he wants me to include the phrase “bona fide” in primary legislation, there must be a definition of what that means. What does the Deputy mean by “bona fide” and does he believe there are groups that are not bona fide?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach (5 Feb 2019)

Paschal Donohoe: It was a serious question and it was treated in a serious way. My understanding of the contract is that it will be structured with regard to how long it will take to do and we will yield the cost at the end of it. I do not expect that there will be any overrun in delivering that report.

(8 Feb 2023)

Paschal Donohoe: .... I am not aware of which side was playing the stronger role here in terms of agreement not being reached but, clearly, there was a very significant disagreement if this issue has gone on for so long.

Ceisteanna Eile - Other Questions: Tax Code (21 Sep 2021)

Paschal Donohoe: ...Nash, if I may, that if I had entered the agreement earlier in the process a question that Irish industry and the Dáil would be putting to me is, what I believe the rate will be in the future. As long as it is described as at least 15%, that certainty is not there.

Written Answers — Department of Finance: State Assets (10 Jul 2019)

Paschal Donohoe: ...is a bond auction of €1 billion scheduled for tomorrow, 11 July and a further auction planned for September. The NTMA also raised €0.3 billion earlier this year through the issue of an inflation linked bond, bringing total medium and long-term issuance so far this year to close to €11 billion. Over the next 15 months there are three Government bond maturities...

Written Answers — Department of Finance: Motor Tax Rates (18 Sep 2019)

Paschal Donohoe: I propose to take Questions Nos. 94 and 95 together. My officials give due consideration to submissions made in the context of the Budget.  As the Deputy will be aware, it is a long-standing practice of the Minister for Finance not to comment, in advance of the Budget, on any tax matters that might be the subject of Budget decisions.

Committee on Transport and Communications: Select Sub-Committee on Transport, Tourism and Sport: Harbours Bill 2015: Committee Stage (11 Nov 2015)

Paschal Donohoe: It is my ambition to have the Bill passed before Christmas, within the coming weeks. This depends on how long Report Stage takes in the Dáil and the length of time it takes in the Seanad. If the Bill is passed by Christmas, I will aim to make as many of the decisions as I can on ports of regional significance promptly thereafter.

Ceisteanna ar Pholasaí nó ar Reachtaíocht – Questions on Policy or Legislation (15 Jun 2022)

Paschal Donohoe: I know how important the summer camps are at a time when schools are closed and families need some additional support to get through a summer that can sometimes feel very long. I am sure the matter is being progressed if the Deputy has already raised it with the Taoiseach, but I will also follow up on it with the Minister for Health.

Committee on Budgetary Oversight: Current and Capital Expenditure: Minister for Public Expenditure and Reform (21 Sep 2016)

Paschal Donohoe: ...a pipeline of projects that are coming through at any point in time for educational facilities and facilities for the elderly. It is absolutely not the case that any project is being put on the long finger. However, I am aware of the concerns being raised around a school in the Deputy's constituency. The Minister for Social Protection, Deputy Varadkar, has also raised it with me and it...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: European Union-Related Matters: Discussion with Minister for Public Expenditure and Reform (12 Jun 2018)

Paschal Donohoe: We will only outline our position on individual lines of funding as the negotiations advance and we are a long way away from getting to a critical point on that. In the interest of clarity, though, it is unlikely we will propose the elimination of those lines from the MFF because I know how important those areas of activity are to other member states.

Seanad: Order of Business (15 Oct 2009)

Paschal Donohoe: ...the prospect of 500,000 people unemployed and negative equity becoming a reality for tens of thousands of homes. This programme for Government is grounded in the desire to stay in office for as long as possible. I want the following questions answered in the debate which I ask the Leader to organise. How much money will this new programme for Government cost? We spent the first half of...

Finance Bill 2018: Report Stage (20 Nov 2018)

Paschal Donohoe: I thank Deputy Boyd Barrett. I am aware of his long-standing interests in the rights of those working in the film industry and I have taken on board some of the points he made, as I indicated I would on Committee Stage. I offered some views and he made a point on the numbers of people working in the industry. They might have come from me.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Corporation Tax Issues and General Scheme of the Central Bank (Individual Accountability Framework) Bill 2021: Minister for Finance (10 Nov 2021)

Paschal Donohoe: ...an important matter. It is not the right way of handling it. I accept it has taken time to get to this point. The Deputy stated he does not believe the reason I offer for why it has taken this long but perhaps he can outline why he believes it has taken so long to do this if he does not accept my explanation. All I can outline to the committee is the truth, which is that I have been...

Seanad: Schools Building Projects (26 Feb 2008)

Paschal Donohoe: I thank the Minister of State for a comprehensive response that outlines the long-term prospects for the school. I emphasise the mid-term need in terms of the quality of the prefabricated buildings. Anybody who sees them will acknowledge that something must be done to provide alternative accommodation. I would be grateful if the Minister of State would raise this with the relevant unit in...
