Frank Feighan: What resources will be given to enforcing these provisions? Senator O'Meara has outlined the issue of people getting off and on vessels to go to hostelries along the Shannon. I do not believe the Garda is fully equipped to apprehend such people who overindulge in alcohol. How will these provisions be enforced?

Frank Feighan: Senator Leyden raised the issue of illegal charitable collectors. I would have thought that the legislation was quite strict in that one must get permits for various areas. Frank Feighan: It is a Limerick dog and one that has won huge prizes and is seemingly worth over €1 million. It shows the complexities of crime in our country when the Garda must arrest four men with guns over the kidnap of a dog. It sounds like something out of a comic strip. I praise the gardaí and all concerned in ensuring this was stopped.
