Seanad: Confidence in the Taoiseach: Motion (16 Jun 2010)

Mary Coughlan: I welcome the opportunity to support the motion of confidence in the Taoiseach and the Government. Needless to say, it is disappointing that we have to dedicate Seanad time to have an unnecessary confidence debate on a day when we should, in fact, be debating the Regling-Watson and Honohan reports, the findings of the Saville inquiry or getting on with the work of placing Ireland on a path...

Seanad: Confidence in the Taoiseach: Motion (16 Jun 2010)

Mary Coughlan: In the past two years, as Minister for Enterprise, Trade and Employment, I also introduced stimulus measures to protect jobs in the short term. The employment subsidy scheme, supporting 80,000 jobs, and the enterprise stabilisation fund which directly supported 7,500 jobs last year alone were important measures in retaining employment in vulnerable enterprises through the crises. The...

Order of Business. (17 Jun 2010)

Order of Business. (17 Jun 2010)

Mary Coughlan: Deputy Higgins raised an issue which I understand was the subject of robust debate in the Joint Committee on Foreign Affairs. We provided additional time for that debate but if it is agreeable to the House, I propose that we set aside time after the Order of Business for further discussion on No. 15.

Order of Business. (17 Jun 2010)

Mary Coughlan: In regard to No. 14, we refer matters to joint committees to allow a better discussion to take place on issues of importance. The Minister for Justice and Law Reform, on behalf of the Government, has rightly decided that we will opt into this directive, which is important, and we should not divide the House on the proposal.

Order of Business. (17 Jun 2010)

Mary Coughlan: I wore green to have a calming effect on these guys today, but it does not seem to be working at all.

Order of Business. (17 Jun 2010)

Mary Coughlan: A parliamentary question would be most appropriate, but we will not be continuing with the same type of guarantee.

Order of Business. (17 Jun 2010)

Mary Coughlan: The health (amendment) Bill will be published tomorrow and the other legislation was signed off by the Cabinet on Tuesday. I assume it will be published tomorrow but I will revert to the Deputy on the matter.

Order of Business. (17 Jun 2010)

Mary Coughlan: It will go through the House, although it must go through the Seanad first. We are continuing with the timeframe set down by the Minister.

Order of Business. (17 Jun 2010)

Mary Coughlan: I hope to have it by the end of the session.

Order of Business. (17 Jun 2010)

Mary Coughlan: I doubt the legislation will be facilitated this session. There have been deliberations and the Minister will make an announcement.

Order of Business. (17 Jun 2010)

Mary Coughlan: The Minister will decide when the announcement is made.

Order of Business. (17 Jun 2010)

Mary Coughlan: It does not relate to legislation.

Order of Business. (17 Jun 2010)

Mary Coughlan: Matters going before the Cabinet are not matters for the Order of Business. The Government is committed to the delivery of the Limerick regeneration programme and the Minister of State in charge of it will make a public announcement. I do not have a date for that.

Order of Business. (17 Jun 2010)

Mary Coughlan: That legislation was sanctioned by the Cabinet and we are ad idem that the legislation should be passed before the Houses rise for the summer recess. I am sure we will get the co-operation from everyone to ensure that legislation will get through.

Order of Business. (17 Jun 2010)

Mary Coughlan: The publication is imminent.

Order of Business. (17 Jun 2010)

Mary Coughlan: We will revert to the Deputy.

Order of Business. (17 Jun 2010)

Mary Coughlan: It is the Government's intention to have the head shops legislation on the floor of the House and everyone is anxious for it to be enacted quickly. The Údarás na Gaeltachta legislation will be this session.

Order of Business. (17 Jun 2010)

Mary Coughlan: The Minister for Finance has been more than forthcoming in respect of these issues and in briefing his colleagues. It is appropriate to state that the legislation relating to banking matters that has been passed by the House has been extensive in nature and was the subject of much discussion here. I do not accept the Deputy's view that legislation which was passed by the House in the past...
