Fergus O'Dowd: The fundamental point is that any citizen can challenge any law through the courts, and that is how it should be. I agree that we all want consolidation. Mr. O'Leary said, without giving a promise, that the Department will look at the strategy that might usefully be worked on in order to tell us what the plan might have to be. That is a fair summary.
