Kieran O'Donnell: Yes.
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Cost of Insurance Working Group Update: Discussion (15 Nov 2018)
Kieran O'Donnell: Obviously the Central Bank will have access. Let us take the case of someone making an insurance claim. For argument's sake let us say I am the holder of a motor insurance policy, I am involved in a car crash and someone takes a claim against me. In that case will I be able to see the database? I am trying to figure out how this decrease will manifest. What will be the purpose of this...
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Cost of Insurance Working Group Update: Discussion (15 Nov 2018)
Kieran O'Donnell: I accept that. I am going to single issues. That is all I am going to look at. I still do not understand who will actually use the database to bring about transparency and to bring down the value of claims, which would then bring about a reduction in premiums. When this is compiled by the Central Bank, which will control it, how will it bring about a reduction in claims and premiums on...

- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Cost of Insurance Working Group Update: Discussion (15 Nov 2018)
Kieran O'Donnell: What I am saying is very simple. We talk an awful lot about insurance. Ultimately if there is a database which analyses all of this information we do not want to be back here again in a year's time to see it just trundling along. Resources need to be put into it so that it can be up and running pronto.
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Cost of Insurance Working Group Update: Discussion (15 Nov 2018)

- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Cost of Insurance Working Group Update: Discussion (15 Nov 2018)
Kieran O'Donnell: I ask that a dedicated unit be established in the Central Bank and that whatever resources are required be put into this process in order that it can be up and running as quickly as possible. This is where major strides can be made.

Kieran O'Donnell: Senator Leyden is making mischief. That is all he is doing.
- Seanad: Home Building Finance Ireland Bill 2018: Committee and Remaining Stages (22 Nov 2018)
Kieran O'Donnell: The Irish League of Credit Unions appeared before the Joint Committee on Finance, Public Expenditure and Reform, and Taoiseach, to discuss credit unions being able to make members' funds available through a special purpose vehicle for the provision of housing. Does HBFI fall within that ambit? I note the State is putting in €20 million of funding in the form of share capital. It is...
- Seanad: Home Building Finance Ireland Bill 2018: Committee and Remaining Stages (22 Nov 2018)
Kieran O'Donnell: The Irish League of Credit Unions has stated that it has members' funds at its disposal that are currently on deposit in mainstream banks in most cases. It would like to be able to use those funds in a relatively risk-free investment. It has €7 billion at its disposal overall. Could it provide some of that funding for a special purpose vehicle run by the State to provide housing?...

- Seanad: Home Building Finance Ireland Bill 2018: Committee and Remaining Stages (22 Nov 2018)
Kieran O'Donnell: Bills of this nature can be very technical. The Bill before us is very important. How does HBFI differ in structure from the Housing Finance Agency? Why is HBFI being established when we have the Housing Finance Agency, which can also provide funding?
