Seanad: Energy (Biofuel Obligation and Miscellaneous Provisions) Bill 2010: Second Stage (Resumed) (9 Feb 2010)

Michael McCarthy: He is very spooky.

Seanad: Energy (Biofuel Obligation and Miscellaneous Provisions) Bill 2010: Second Stage (Resumed) (9 Feb 2010)

Michael McCarthy: I welcome the Minister. In recent times we have held a number of debates on aspects of environmental policy, the pros and cons of governmental proposals and, as Senator Ó Brolcháin noted, submissions from Opposition parties. However, the Bill before us deserves closer scrutiny. We rely on expert advice on most issues. In researching material for my contribution I studied a submission...

Seanad: Order of Business (10 Feb 2010)

Michael McCarthy: I join others in seeking a debate on banking. The bankers in this country are getting away with blue murder. We have heard of 750 jobs losses this week; some 750 people will be cast on the dole queues. This has happened after we have recapitalised and bailed out the banks, but there has been no bailout for those who are struggling to meet their mortgage repayments. It is about time that...

Seanad: Order of Business (10 Feb 2010)

Michael McCarthy: Hear, hear.

Seanad: Youth Unemployment: Motion (10 Feb 2010)

Michael McCarthy: On a point of order, as there is nobody present on the Government side of the House, if I second the motion, will it be carried? Will the Cathaoirleach the matter?

Seanad: Youth Unemployment: Motion (10 Feb 2010)

Michael McCarthy: I second the motion.

Seanad: Youth Unemployment: Motion (10 Feb 2010)

Michael McCarthy: I second the motion. I welcome the Minister of State, Deputy Calleary, and congratulate him on his appointment. One need only look at him to discover that he is nearer my age than many others in the House.

Seanad: Youth Unemployment: Motion (10 Feb 2010)

Michael McCarthy: He is someone who might have a insight into youth unemployment, an appalling aspect of the current economic downturn. Returning to the dark, black and bleak days of the 1980s when we lost a generation of people to emigration owing to high unemployment is something we absolutely need to avoid, an issue on which there is consensus in the House. I have become an active supporter of a Facebook...

Seanad: Petroleum (Exploration and Extraction) Safety Bill 2010: Report and Final Stages (16 Feb 2010)

Michael McCarthy: I move amendment No. 2: In page 8, line 38, to delete "sub sea" and substitute "subsea". This amendment is self-explanatory and seeks to delete the words "sub sea" and use the composite word "subsea". I have had protracted negotiations with a retired English teacher at Trinity College and his colleague from the INTO on this matter. On Committee Stage we pointed this out, but the Minister...

Seanad: Petroleum (Exploration and Extraction) Safety Bill 2010: Report and Final Stages (16 Feb 2010)

Michael McCarthy: It is. They are open to abuse. It would be unfortunate if, at senior Government level, we were to start abusing the alphabet. On Second Stage I suggested the word "sub" should be followed by a hyphen, but the Minister did not accept this. The alternative is that it should be a compound word, which is what we now suggest. The Minister took the same approach with the word "subsoil" on page...

Seanad: Petroleum (Exploration and Extraction) Safety Bill 2010: Report and Final Stages (16 Feb 2010)

Michael McCarthy: I thank the Minister for showing flexibility and my colleagues on the Independent benches for their unfailing support.

Seanad: Petroleum (Exploration and Extraction) Safety Bill 2010: Report and Final Stages (16 Feb 2010)

Michael McCarthy: I move amendment No. 3: In page 8, line 41, to delete "sub sea" and substitute "subsea".

Seanad: Petroleum (Exploration and Extraction) Safety Bill 2010: Report and Final Stages (16 Feb 2010)

Michael McCarthy: I move amendment No. 6: In page 25, line 35, to delete "certificate" and substitute "warrant". I raised this issue on Committee Stage. While I do not want to test the Minister's generosity perhaps he will consider accepting this amendment. The appointment of an authorised officer is a well established, understood and familiar legal term. There is in my view no particular rationale in terms...

Seanad: Petroleum (Exploration and Extraction) Safety Bill 2010: Report and Final Stages (16 Feb 2010)

Michael McCarthy: As the Minister has already accepted earlier amendments I will not push this one. I thank him for his time.

Seanad: Petroleum (Exploration and Extraction) Safety Bill 2010: Report and Final Stages (16 Feb 2010)

Michael McCarthy: I thank the Minister and his officials for their time and input in allowing us to understand this legislation better following its publication. I sincerely thank the Minister for accepting amendments Nos. 2 and 3.

Seanad: Order of Business (17 Feb 2010)

Michael McCarthy: I join Senator Prendergast in welcoming former Senator, Kathleen O'Meara and her colleagues from the Irish Cancer Society to the House. On the day that is in it, I wish all such organisations well in promoting awareness of the dangers of smoking. This day six years ago, I kicked a 40 a day habit, not least because of the advice and encouragement of Kathleen O'Meara, who herself is a former...

Seanad: Criminal Justice (Money Laundering and Terrorist Financing) Bill 2009: Second Stage (2 Mar 2010)

Michael McCarthy: The Senator's time is up.

Seanad: Criminal Justice (Money Laundering and Terrorist Financing) Bill 2009: Second Stage (2 Mar 2010)

Michael McCarthy: Unfortunately, the Senator does not have time.

Seanad: Criminal Justice (Money Laundering and Terrorist Financing) Bill 2009: Second Stage (2 Mar 2010)

Michael McCarthy: I commend the Senator for saying he will confine himself to speaking on the principles of the Bill.

Seanad: Criminal Justice (Money Laundering and Terrorist Financing) Bill 2009: Second Stage (2 Mar 2010)

Michael McCarthy: The ability of the Senator to observe procedure in debate is always most welcome.
