Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Water Services Separation Bill 2021: Department of Housing, Local Government and Heritage (28 Sep 2021)

Paul McAuliffe: I welcome the witnesses to the committee. In some senses, the premise of the Bill is an admission that including Irish Water with Ervia was not a long-term or sustainable method of establishing a public utility. We should reflect on that and the serious mistakes that were made in the establishment of Irish Water. That has a cost. There is an estimated cost of €5 million outlined...

Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Water Services Separation Bill 2021: Department of Housing, Local Government and Heritage (28 Sep 2021)

Paul McAuliffe: The €5 million relates specifically to once-off costs. Mr. Ó Coigligh is suggesting that relates to the separation of services in each company.

Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Water Services Separation Bill 2021: Department of Housing, Local Government and Heritage (28 Sep 2021)

Paul McAuliffe: Okay. Is that an estimated figure? Are public sector contracts in place? How has that €5 million figure been reached?

Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Water Services Separation Bill 2021: Department of Housing, Local Government and Heritage (28 Sep 2021)

Paul McAuliffe: I may have more scope to examine that issue as a member of the Committee of Public Accounts. That may be an early warning for Mr. Ó Coigligh. There is a widespread political commitment relating to public ownership. The mechanism for doing that is the share of the Minister. We know from the past that can be changed by Government decision. What work has been done to try to ensure...

Saincheisteanna Tráthúla - Topical Issue Debate: Transport Infrastructure Ireland (5 Oct 2021)

Paul McAuliffe: This is the third week in a row in which I have raised questions on the metro project. I have addressed them to the Tánaiste, the Taoiseach and now the Department of Transport. The reason I have done that is there was significant concern in my community and many others in north Dublin about what was being reported as a strategic delay by Government in the metro project. Yesterday,...

Saincheisteanna Tráthúla - Topical Issue Debate: Transport Infrastructure Ireland (5 Oct 2021)

Paul McAuliffe: I concur with my colleague on the need for a Nitelink service in Dublin from 22 October. I wish all of those engaged in the hospitality industry well on what will be a significant date. I appreciate the Minister of State's answer. She is essentially saying that we are at the first stage of progressing the railway order. A great deal of informal public consultation has already taken...

The National Youth Justice Strategy 2021-2027 and Supporting Community Safety: Statements (6 Oct 2021)

Paul McAuliffe: This is one of the first debates I have had the opportunity to sit and listen to given the restrictions we have had since I was elected. I acknowledge all the contributions and particularly the commitment of the two Ministers of State, Deputies James Browne and Naughton. I welcome the publication of the strategy. I do so because many of the communities we discussed in this report are ones...

Ceisteanna Eile - Other Questions: Childcare Services (7 Oct 2021)

Paul McAuliffe: At last night's Fianna Fáil parliamentary party meeting, speaker after speaker stood up and spoke about the need for a universal childcare system and for us to start the journey in doing that. I ask the Minister to outline to the House the steps he intends to take to put that in place both in the forthcoming budget and in the lifetime of the Government, as it will make such a...

Ceisteanna Eile - Other Questions: Childcare Services (7 Oct 2021)

Paul McAuliffe: I did not expect the Minister to give away budget secrets but it is good to hear the trajectory he is on. I suppose the proof of the pudding will be in budgets in years to come because he is right in that significant investment is being made. Nevertheless, significantly more investment must be made. The EWSS in the childcare sector has given us a taste of what a significant State...

Paul McAuliffe: I thank our guests for their attendance. On the pandemic stabilisation and recovery fund, the figures available to us in advance of the meeting suggested there were four companies, totalling €237 million of the €2 billion fund. Mr. O'Kelly confirmed there are 12 companies, with a figure in the region of €800 million. Is that correct?

Public Accounts Committee: 2020 Annual Report of the Comptroller and Auditor General - Chapters 15 and 16
2019 Annual Report of the Comptroller and Auditor General - Chapter 16
National Treasury Management Agency - Financial Statements 2020
(7 Oct 2021)

Paul McAuliffe: I do not mean this as a criticism, but why have we used only 40% of the fund? Was it a response from the market? What roadblocks were in place against companies accessing the fund?
