- Committee on Budgetary Oversight: Summer Economic Statement: Discussion (11 Jul 2018)
Maria Bailey: On the provision of housing at market value, I would welcome an expansion of the help-to-buy scheme because it has helped to ensure the construction of houses in Dublin, Cork and Galway within the bracket of first-time buyers. I recognise that one year ago we could not have considered this because the priority had to be the provision of housing for vulnerable persons. I welcome the cost...

- Joint Oireachtas Committee on Housing, Planning and Local Government: Role and Remuneration of Elected Members of Local Authorities: Discussion (12 Jul 2018)
Maria Bailey: At the request of the broadcasting and recording services, members and those in the Visitors Gallery are requested to ensure that, for the duration of the meeting, their mobile phones are turned off completely or switched to airplane, safe or flight mode, depending on the device used. It is not sufficient to leave them in silent mode as it maintains a level of interference with the...

- Joint Oireachtas Committee on Housing, Planning and Local Government: Role and Remuneration of Elected Members of Local Authorities: Discussion (12 Jul 2018)
Maria Bailey: I have some points to make as well. I concur with Deputy Coppinger's points on maternity leave. It is not the mere fact that a female councillor does not get maternity leave; it is that if she misses a couple of meetings she is completely out of the loop. Local authorities move fast. A female councillor is not marked down as on maternity leave; she is marked down as absent. If there are...

- Joint Oireachtas Committee on Housing, Planning and Local Government: Role and Remuneration of Elected Members of Local Authorities: Discussion (12 Jul 2018)
Maria Bailey: Some of them are. Some local councillors are proactive. When someone wants something done, that person must ensure she gets involved and does it. Some local councillors are doing that. Senator Boyhan will concur in this regard. Councillors in Dún Laoghaire-Rathdown County Council have come up with a good plan on housing on a cross-party basis. Sometimes when we want to get something...

- Joint Oireachtas Committee on Housing, Planning and Local Government: Business of Committee. (12 Jul 2018)
Maria Bailey: Everybody received a letter from the Minister today. I am aware that Deputy Collins had meetings with the Minister on this matter and has an open line of communication with his officials in this regard. There are complexities around the wording. The Minister indicated in his letter that discussions and contact are ongoing between the Department and the Office of the Attorney General and...

Maria Bailey: The Minister committed at the last meeting to ongoing communication with the sponsors of the Bill. As stated in the letter, the Minister's officials are working on suitable wording for the amendment. I presume that in the interim there will be ongoing engagement with the Deputy as a sponsor of the Bill. Once the wording has been decided the Bill will be included in the work programme.
- Joint Oireachtas Committee on Housing, Planning and Local Government: Business of Committee. (12 Jul 2018)
Maria Bailey: There is complexity, of which Deputy Collins is aware, around group water schemes and all that goes with them. At least there are open lines of communication between the committee and the Deputies who sponsored the Thirty-fifth Amendment of the Constitution (Water in Public Ownership) (No. 2) Bill 2016. The intention on all sides is that as soon as a solution can be found we will bring it...
