- Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Property Insurance: Discussion (Resumed) (16 Apr 2013)
Kevin Humphreys: I have a question about something that came up at other hearings, which was raised by Mr. Dempsey the last time we were here and on which we challenged the federation. Mr. Dempsey said that in a case in which a person gets a letter in the post saying his insurance is due for renewal, and that person seeks other quotes but is refused insurance by those other firms, if he returns to the firm...
- Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Property Insurance: Discussion (Resumed) (16 Apr 2013)
Kevin Humphreys: The proposal form also asks that a person who has been refused insurance by another insurance company make that disclosure. Let us say, as an example, that I have a household insurance policy. The renewal notice is issued for my house, which is in a flood plain, and I seek other quotes but am refused insurance on the basis that I reside in a flood plain. If I do not disclose that to my...
- Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Property Insurance: Discussion (Resumed) (16 Apr 2013)
Kevin Humphreys: A lot of household insurance business is conducted over the phone. The householder gets a quote and accepts it and pays up. When I took out household insurance initially, I did not fill out a proposal form, but provided information over the phone. Therefore, I would not have been asked whether I was 50 m from a stream. That is something that is quite new on insurance forms.
- Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Property Insurance: Discussion (Resumed) (16 Apr 2013)
Kevin Humphreys: I understand some of that information is personal and covered by the legislation on data protection, but could Mr. Kavanagh provide details on this to the committee? Could he provide us with examples, without including names and addresses? This would be helpful. We need practical examples when we are challenging people. I will conclude by mentioning that the OPW did fantastic flood work...

- Written Answers — Department of Social Protection: Pensions Legislation (17 Apr 2013)
Kevin Humphreys: To ask the Minister for Social Protection the action that she has taken to amend the law governing pensions to provide a more equitable outcome form members of defined benefit schemes who have contributed to a fund that is now in deficit but will mean ongoing contributions do not receive a fair share of the fund; and if she will make a statement on the matter. [17927/13]
- Written Answers — Department of Social Protection: Pensions Legislation (17 Apr 2013)
Kevin Humphreys: To ask the Minister for Social Protection if the changes to the defined benefit pension schemes has been implemented (details supplied); if not, when she plans to bring in such changes; and if she will make a statement on the matter. [17929/13]
- Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Climate Change: Discussion (17 Apr 2013)
Kevin Humphreys: The delegation is very welcome. I had the privilege of being at Dublin Castle for part of the conference and would have liked to have spent a great deal more time there. Certainly, I picked up on the key points. We will have the opportunity to view the sections I missed at a later stage. We referred at the beginning of the session to the heads of the Bill on climate change. The heads of...
- Order of Business (23 Apr 2013)
Kevin Humphreys: Pensions legislation was to be introduced to change the priority of pensioners' benefit following the winding up of defined benefit schemes. It was to effect change regarding the 100% priority given to pensioners, allowing for a better return to existing and former employees who have not yet retired. I have been contacted by a number of people who face the winding up of their pension funds...
- Topical Issue Debate: Banking Sector Remuneration (23 Apr 2013)
Kevin Humphreys: I thank the Ceann Comhairle for selecting this matter for discussion. Everybody will be aware at this stage that the Bank of Ireland general court will take place in the Burlington Hotel tomorrow. Resolution No. 2 relates to agreement of the report on directors' remuneration as outlined in the annual report 2012. The Minister of State will be aware that the Government has a 15%...
- Topical Issue Debate: Banking Sector Remuneration (23 Apr 2013)
Kevin Humphreys: I am not asking the Minister of State to interfere in the day-to-day operations of the banks; rather, I am asking him to operate the taxpayer's 15% shareholding. Reducing the cost base by 6% to 10% normally affects ordinary working people in the banking sector. I ask the Minister of State to raise tomorrow the issue of senior executives on outrageous salaries, not ordinary everyday workers....

These Revised Estimates relate to providing the finances necessary to keep the State Laboratory open, to fund the Ombudsman's office and to ensure that other very important public services continue to be available. I am disappointed in the grandstanding on the part of Opposition members.

Vote 19 - Office of the Ombudsman (Revised) (23 Apr 2013) Kevin Humphreys: It is unfortunate that the Opposition is not playing. It has an important role in this democracy to hold the Government to account and to participate in this. It is unfortunate that Deputy Fleming has left. He proposed a reduction of €350 million, which included a reduction in sick leave, including uncertified sick leave; an average cut of 5% in allowances, saving €75...
