- Seanad: Criminal Law (Insanity) Bill 2010: Report and Final Stages (5 May 2010)
Eugene Regan: I second the amendment.
- Seanad: Criminal Law (Insanity) Bill 2010: Report and Final Stages (5 May 2010)
Eugene Regan: I second the amendment. There is something odd about the wording which states that a person is in material breach if the clinical director believes that to be the case. There must be some objective grounds for that. It must be that there is a breach on the basis of some objective grounds, and the clinical director forms a view on the basis of those objective grounds. In supporting this...

Eugene Regan: I second the amendment.
- Seanad: Criminal Law (Insanity) Bill 2010: Report and Final Stages (5 May 2010)
Eugene Regan: I second the amendment. I appreciate it would require consequential changes to many other Acts, but the use of the term is an anachronism and it is time we made the change. I am sure the Minister of State will consider it, given his responsibilities in the area.
- Seanad: Criminal Law (Insanity) Bill 2010: Report and Final Stages (5 May 2010)
Eugene Regan: I thank the Minister of State for the time he gave to the Bill as it went through the different Stages in the House. He is familiar with, and in command of, this subject. His openness to amendments is appreciated, in particular, to the language we use in this area. I very much welcome his response.
- Seanad: Order of Business (11 May 2010)
Eugene Regan: When I consider the extent of the measures adopted by the European Union in solidarity with certain member states, including Ireland, all I can say is, "Thank God for the Lisbon treaty". The solidarity clause contained in Article 122 of the treaty states the Union can provide financial assistance for member states that are in difficulty as a result of exceptional occurrences. It is upon...
- Seanad: Fines Bill 2009: Report and Final Stages (11 May 2010)
Eugene Regan: It will not be accepted. They are outnumbered.
- Seanad: Fines Bill 2009: Report and Final Stages (11 May 2010)
Eugene Regan: I agree with Senator Bacik on this point. It is unfortunate that, although the Government made an amendment, it did not see fit to reformulate the wording in question. What is appropriate is what is proportionate, fair and reasonable. It is not to speak about what is "otherwise appropriate" and then make changes. I can see the intent. We all agree on that, namely, to provide for the...
- Seanad: Fines Bill 2009: Report and Final Stages (11 May 2010)
Eugene Regan: I make a brief intervention. When the Minister quoted the judgment of Mrs. Justice Denham, he spoke about coming to determine the appropriate fine and that one should have regard to the financial circumstances. The way in which coming to a determination of the appropriate fine is formulated in this Bill, however, is that one first determines the appropriate fine and then juggles with it in...
- Seanad: Fines Bill 2009: Report and Final Stages (11 May 2010)
Eugene Regan: I welcome the fact that the Bill which is long overdue is about to be passed. The first report on indexation was published by the Law Reform Commission in 1991. Fine Gael published a number of Bills dealing with this issue, but each of them was voted down. The Minister is correct to state the Bill contains a number of important innovations. The provision relating to a structured...
- Seanad: Order of Business (12 May 2010)
Eugene Regan: I join in the call for a debate on the economy and the job creation strategy of the Government. We are coming out of a deep recession. We have problems in the public finances and an extraordinary level of unemployment. The situation is that the Government's policy to date has been, as the Taoiseach put it, to write any cheque that was necessary to save our banks. That policy has led us...
- Seanad: Order of Business. (13 May 2010)
Eugene Regan: We cannot expect bailouts from Brussels of the scale that has just happened - â¬750 billion in the last week - without playing our part in co-operating in the co-ordination of budgetary policy. The NTMA could not go into the market to borrow in the last number of weeks because of what had happened in the financial markets. The support we have received from the ECB over the last two years...
- Seanad: Order of Business (18 May 2010)
Eugene Regan: I regret the job cuts announced today by the pharmaceutical company, Pfizer, which already employs 5,000 people in the country. This sector is seen as fundamentally important to our export performance and maintaining a strong manufacturing base. I also regret the closure of its plant in Dún Laoghaire which is important to the area. It reflects the lack of direction in the Government's key...
- Seanad: Order of Business (18 May 2010)
Eugene Regan: There are groups which are legitimately protesting but are hijacked by an extreme element which has a political philosophy contrary to what most people believe in. In essence, it is about State ownership of all means of production, raising taxes and rejecting the democratic system in which governments are changed in elections and not otherwise. It is important, therefore, people do not...
- Seanad: Order of Business (19 May 2010)
Eugene Regan: Yesterday we heard the bad news of the loss of 785 jobs in Pfizer. We knew the merger of Pfizer and Wyeth in January last year would inevitably lead to some rationalisation and job losses but the extent of the losses came as a surprise. I am taken by the Tánaiste's statement yesterday when she said that Pfizer's decision had nothing to do with the Irish economy. She stated we are in fact...
- Seanad: Order of Business (19 May 2010)
Eugene Regan: Surprisingly, Pfizer is to close a plant in Dún Laoghaire completely between now and 2014. IDA Ireland will be engaged to find a replacement plant and Pfizer will attempt to find a new operator to take over what is a very modern plant. I hope this plan succeeds. On "Tonight with Vincent Browne" last night, Richard Boyd Barrett of the Socialist Workers Party, trading as People Before...
- Seanad: Intoxicating Liquor (National Convention Centre) Bill 2010: Second and Subsequent Stages (25 May 2010)
Eugene Regan: I agree that the national conference centre should have an intoxicating liquor licence. I support the Bill.
- Seanad: Order of Business (1 Jun 2010)
Eugene Regan: Members raise many issues to good effect in this House in respect of the standards that are applied in FÃS, the Dublin Docklands Development Authority, Anglo Irish Bank and so on, and in respect of the practices of Deputies Bertie Ahern, O'Dea and Fahey, especially the latter's sham lost at sea scheme. Members have highlighted issues, emphasised standards and made a contribution in that...
- Seanad: Order of Business (1 Jun 2010)
Eugene Regan: I hope in this case we will have a proper analysis and exposé of what happened. There should be an inquiry to ascertain whether any other Member of the House has acted in that way since this Seanad commenced in 2007. I add my voice to those who have raised the issue of piracy by the Israeli forces in international waters in respect of the flotilla of aid headed for Gaza. We had the...
