- Ceisteanna ar Reachtaíocht a Gealladh - Questions on Promised Legislation (16 May 2019)
Eoghan Murphy: With all-party support, the Government is bringing forward important reforms for the rental sector. Rent pressure zones will now apply to 2021. We are changing the qualifying criteria, where areas that do not currently qualify for rent caps will now be subject to them, as we receive data from the Residential Tenancies Board. For the first time in law, we will include large, institutional...
- Ceisteanna ar Reachtaíocht a Gealladh - Questions on Promised Legislation (16 May 2019)
Eoghan Murphy: In the 12 months to March, more than 2,500 homes came out of long-term vacancy, that is, vacancy of more than two years, and back into use because of the work of local authorities, housing bodies and others bringing their homes back into use. On those in emergency accommodation or who are sleeping rough, we now have a national director and national plan for Housing First and we are...
- Ceisteanna ar Reachtaíocht a Gealladh - Questions on Promised Legislation (16 May 2019)
Eoghan Murphy: We are working and I was out there one evening a couple of months ago to speak the community group. We are trying to manage this sensitively with the local community group and this does add extra time. The National Development Finance Agency has already done the financial modelling on affordability and what it would mean depending on what salary someone might be earning. The European...
- Ceisteanna ar Reachtaíocht a Gealladh - Questions on Promised Legislation (16 May 2019)
Eoghan Murphy: I can answer that question.
- Written Answers — Department of Housing, Planning, and Local Government: Local Authority Staff Data (16 May 2019)
Eoghan Murphy: Under section 159 of the Local Government Act 2001, each Chief Executive is responsible for the staffing and organisational arrangements necessary for carrying out the functions of the local authority for which he or she is responsible. My Department oversees workforce planning for the local government sector, including the monitoring of local government sector employment levels and...
- Written Answers — Department of Housing, Planning, and Local Government: Water and Sewerage Schemes Grants (16 May 2019)
Eoghan Murphy: On 8 February this year, I announced details of the measures being funded through my Department under the Multi-annual Rural Water Programme 2019-2021. This included an improved funding scheme for individual wells (more commonly known as private or household wells). The composition of the new multi-annual programme is based on recommendations from the Working Group that I established in April...
- Written Answers — Department of Housing, Planning, and Local Government: Water and Sewerage Schemes Grants (16 May 2019)
Eoghan Murphy: Details of the measures being funded and the grants available under my Department's Multi-annual Rural Water Programme 2019-2021 were notified to local authorities on 8 February 2019. Two funding measures in the new multi-annual programme are relevant to the question raised by the Deputy. These measures are: - Measure 4 – New Group Water Schemes: The aim of this funding measure is to...
- Written Answers — Department of Housing, Planning, and Local Government: Home Loan Scheme (16 May 2019)
Eoghan Murphy: The Rebuilding Ireland Home Loan launched on 1 February 2018. Prior to its launch, an initial tranche of €200 million of long-term fixed-rate finance was borrowed by the Housing Finance Agency to provide funds for the scheme to local authorities. When the Rebuilding Ireland Home Loan was initially being developed, it was estimated that the drawdown of loans under the scheme would...
- Ceisteanna ó Cheannairí - Leaders' Questions (21 May 2019)
Eoghan Murphy: What about the workers?
- Ceisteanna ó Cheannairí - Leaders' Questions (21 May 2019)
Eoghan Murphy: Not tomorrow.
- Ceisteanna ó Cheannairí - Leaders' Questions (21 May 2019)
Eoghan Murphy: They have private bathrooms.
- Ceisteanna ó Cheannairí - Leaders' Questions (21 May 2019)
Eoghan Murphy: That is not true.
- Ceisteanna ó Cheannairí - Leaders' Questions (21 May 2019)
Eoghan Murphy: The Deputy has abandoned the facts.
- An tOrd Gnó - Order of Business (21 May 2019)
Eoghan Murphy: I thank the Deputy for the question. Sinn Féin needs to pay closer attention to the housing market because the guidelines were actually announced and introduced a year and a half ago. They are not a response to the crisis in and of themselves. We are trying to build a future housing market that provides choices for every type of person in this country. It is not an attempt to bring...
- An tOrd Gnó - Order of Business (21 May 2019)
Eoghan Murphy: It is actually the same Bill. It has been Government policy for quite some time to move to tenancies of indefinite duration but it is nowhere near as simple as the very brief amendment the Labour Party tried to put forward.
- An tOrd Gnó - Order of Business (21 May 2019)
Eoghan Murphy: If we had accepted that amendment, it would have undone Part 4 of the 2004 Act, which currently gives the bulk of the protections to tenants when it comes to section 34 and notice to quit periods. By accepting the Labour Party amendment, we would have undone the existing protections.
- An tOrd Gnó - Order of Business (21 May 2019)
Eoghan Murphy: In the fourth quarter of this year, as I told the House when we were taking the Bill through, we will come with the second rent Bill, which will deal with tenancies of indefinite duration, the area around deposits and tenants who find themselves in a property that has gone into receivership, or where the loan has been sold to another financial institution. We recognise there is more to do to...
- An tOrd Gnó - Order of Business (21 May 2019)
Eoghan Murphy: I cannot talk about an individual planning application which is under review but we should not rush to judgment on the basis of one planning application. The Deputy might have raised this last Thursday but I talked about these guidelines a year and half ago, and they were welcomed then because they have been successful in other cities for some people who want that choice, and this is about...
- An tOrd Gnó - Order of Business (21 May 2019)
Eoghan Murphy: These are new guidelines and the first applications are coming in. Of course, we will keep them under review but they were developed looking at best practice abroad. I believe the interpretation of them is straightforward in terms of what we are trying to achieve and the benefits they will bring to people, who are perhaps only going to be working for a short period in this country or who...
- An tOrd Gnó - Order of Business (21 May 2019)
Eoghan Murphy: That is not a decision the Deputy gets to make.
