Fergus O'Dowd: What about the ESB? It proposed a pay-as-you-save scheme about three years ago. I presume it would be put into resources on which one would get a quick return. Mr. Kenny seemed to say that, notwithstanding that the alternative is so cheap, we still need to do this. He is really saying we should bring on the carbon tax and force change.
