I have already told the Deputy that I will do it in 2014 and I am doing everything I can to amend the building regulations to ensure that new buildings and new planning applications will have to include a rainwater harvesting plan. The scheme is now with Irish Water and I will make inquiries to see what we can do to advance that scheme, as will Deputy Stanley. My Department has had a limited amount of resources for the past few years and hopefully the model we are introducing now will give us additional resources to try to make sure that the legacy issues...
