Public Accounts Committee: 2011 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 38 – Social Protection
Chapter - 24 Supplementary Welfare Allowance
(18 Jul 2013)

Robert Dowds: With regard to rent ceilings, I was here for the interaction between Ms O'Donoghue and Deputy McDonald. It is an issue in my constituency but not to the same degree as in hers. Social welfare officers have drawn my attention to the inconsistency in some of the amounts payable. For example, a couple in my area are entitled to a higher level of rent subsidy than the equivalent of two single...

Public Accounts Committee: 2011 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 38 – Social Protection
Chapter - 24 Supplementary Welfare Allowance
(18 Jul 2013)

Robert Dowds: Can there be an examination of whether there are top-ups? It is a difficult matter to examine. Some work has been done on this and it has improved the situation but we should keep a close eye on whether levels of rent subsidy are appropriate around the country. One of my colleagues spoke about the difference between rent supplement in north Kildare and south Kildare and how levels need to...

Joint Oireachtas Committee on Health and Children: Child and Family Agency: Discussion with Chairman Designate (23 Jul 2013)

Robert Dowds: On my behalf and on behalf of Deputy Ciara Conway, who is the Vice Chairman of the committee and who specifically asked me to say so, I welcome Ms Gibbons to the meeting following her appointment. Like many people on the committee I have had a good deal of experience dealing with children. I was a teacher before I was elected to this establishment. One thing that frustrated me in my years...

Joint Oireachtas Committee on Health and Children: Quarterly Meeting with Department of Health and HSE: Discussion on Health Issues (25 Jul 2013)

Robert Dowds: I thank the Chair. I congratulate Mr. Tony O'Brien on his appointment. On question No. 23 which I submitted, which relates to follow-on services for severely disabled people, would the Minister of State, Deputy Lynch, consider having an examination of the appropriateness of the facilities that are available to disabled people after they leave second level education at approximately the age...

Joint Oireachtas Committee on Health and Children: Quarterly Meeting with Department of Health and HSE: Discussion on Health Issues (25 Jul 2013)

Robert Dowds: Basically, they are saying that the further round of cuts in payments to GPs under the FEMPI Act is leading to a situation where they will provide less service and therefore more people will be directed towards accident and emergency departments. I am not saying that is necessarily the case but that is the allegation. Other Deputies received similar letters. Some of the content of the...

Joint Oireachtas Committee on Health and Children: Quarterly Meeting with Department of Health and HSE: Discussion on Health Issues (25 Jul 2013)

Robert Dowds: I ask for a response to my comments on disability and the appropriateness of services and facilities for those aged over 18 years. Does the Minister think it worthwhile to examine the entire area with a view to streamlining it?

Joint Oireachtas Committee on Health and Children: Work Programme, Disability Services and Related Issues: Discussion with HIQA (12 Sep 2013)

Robert Dowds: I thank the Chairman for allowing me to comment now. Senator van Turnhout has stolen my thunder. Can I press the delegation on sanctions? In terms of people washing their hands and so on, there must be sanctions, whether naming and shaming or whatever, if they do not take the advice on cleanliness. A warning should be issued in the first instance but there must be a step-by-step sanction...

Order of Business (24 Sep 2013)

Robert Dowds: In the context of Arthur's Day taking place this week, will the Taoiseach bring forward the sale of alcohol Bill? I see it is listed. Does the Taoiseach agree with me that we should encourage a boycott of Arthur's Day to give hospital staff and gardaí a break on that night?

Public Accounts Committee: Business of Committee (26 Sep 2013)

Robert Dowds: I agree with Deputy Murphy. The areas covered by NAMA are so extensive that we will need a great deal of time. It is a much bulkier area than many of the others we address. Given the fact it is of considerable interest to the public and the State, we should focus on it more strongly.

Public Accounts Committee: Annual Report and Financial Statements 2012: Discussion with National Asset Management Agency (26 Sep 2013)

Robert Dowds: I welcome the NAMA team. Rather more strongly than normally, I wish them well in their work, because it is so important for the recovery of this country. In Mr. McDonagh's opening remarks he mentioned the docklands area and said that NAMA was working closely with Dublin City Council in terms of a strategic development zone it has developed there. How is that operating?
