Hildegarde Naughton: In the national development plan, there is an aim to increase the number of houses upgraded under the energy efficiency scheme from 30,000 to 45,000 by 2021. Should the baseline figure for 2018 not be at 35,000 and increasing by 5,000 each year if we are to reach the target by 2021? What kind of budget would be required every year to increase the output to 45,000 buildings by that date?
