Phil Hogan: I am delighted that Senator Walsh accepted that he is in favour of increasing rates on businesses and that he is against this amendment tabled by the Government to make the necessary changes to harmonise rates to the lowest level in each county. I am surprised at him, but I suppose I have heard many surprises. I refer again to that non-document of Fianna Fáil which talked about charges.
