Public Accounts Committee: Business of Committee (31 Jan 2019)

Catherine Murphy: It is note 3 and it relates to the clean-up of Aughinish, which is under licence to the Environmental Protection Agency, EPA. I think the Comptroller and Auditor General audits the EPA. The licences are very important.

Public Accounts Committee: Business of Committee (31 Jan 2019)

Catherine Murphy: The licence is very similar to that for landfill. There is a fairly rigorous regime to ensure that even if a company goes into liquidation or becomes bankrupt that, in theory, money is supposed to be there. Does that feature in terms of the audit, and making sure that such measures are properly in place or is it a separate process?

Public Accounts Committee: Business of Committee (31 Jan 2019)

Catherine Murphy: Yes, I think it would be helpful because there is an ongoing issue in that location. I was on a committee in the previous Dáil that addressed the issue.

Public Accounts Committee: Business of Committee (31 Jan 2019)

Catherine Murphy: I do not know if it predated the current licence but there is certainly an issue around enforcement and pollution in the area and people are being impacted by it.

Public Accounts Committee: Business of Committee (31 Jan 2019)

Catherine Murphy: I understand that but there could be a financial problem later on because of the lack of enforcement in the same way as we have seen previously. Where is that captured? Does the Environmental Protection Agency have responsibility for that?

Public Accounts Committee: Business of Committee (31 Jan 2019)

Catherine Murphy: It is probably not a matter for this committee. The committee responsible for the environment should probably deal with that.

Public Accounts Committee: Business of Committee (31 Jan 2019)

Catherine Murphy: Yes.

Public Accounts Committee: Business of Committee (31 Jan 2019)

Catherine Murphy: I think there is a world of difference if houses are being procured under the rental accommodation scheme. The local authority has a responsibility in those circumstances because it is essentially the landlord. In contrast, when a house is procured under the housing assistance payment, it is the tenant who finds the accommodation. A certain mindset is at play here with local authorities...

Public Accounts Committee: Business of Committee (31 Jan 2019)

Catherine Murphy: We were trying to find out what the role of the Office of Government Procurement was because we wanted to find out about the guidance on procurement, particularly for capital projects. It is one thing to say that there is guidance that can be followed in a particular way. The guidance covers goods, services and works. The whole idea of setting up an office like this was to secure the best...

Public Accounts Committee: Business of Committee (31 Jan 2019)

Catherine Murphy: If one took a box of biros, the office would be down on top of one but a children's hospital might not be so serious.

Public Accounts Committee: Business of Committee (31 Jan 2019)

Catherine Murphy: We wrote looking for more detail in regard to the Pope's visit and associated procurement. Is there anything back on that yet?

Public Accounts Committee: Business of Committee (31 Jan 2019)

Catherine Murphy: If we do not get a reply by next week on the Pope's visit, we should take some action.

Public Accounts Committee: Business of Committee (31 Jan 2019)

Catherine Murphy: Deputy MacSharry raised the issue of the Irish Bank Resolution Corporation, IBRC, last year. There was to be some engagement but there was a court action. It was the largest company liquidation in the history of the State and a committee of oversight was being sought. Has there been any movement on this? I introduced legislation, for which I got into a bit of trouble, to extend the powers...

Public Accounts Committee: Business of Committee (31 Jan 2019)

Catherine Murphy: Irish Water was set up with the intention of it being a semi-State utility not under the remit of the Comptroller and Auditor General. The nature of the organisation has changed, however, and a lot of money flows through it. Was there any engagement with the Office of the Comptroller and Auditor General on the question of bringing Irish Water under its remit?

Public Accounts Committee: Business of Committee (31 Jan 2019)

Catherine Murphy: But it might change.

Public Accounts Committee: Business of Committee (31 Jan 2019)

Catherine Murphy: The Department will decide.

Public Accounts Committee: National Paediatric Hospital Development Board: Financial Statements 2017 (31 Jan 2019)

Catherine Murphy: Did Mr. Breslin say €4 million or €40 million?

Public Accounts Committee: National Paediatric Hospital Development Board: Financial Statements 2017 (31 Jan 2019)

Catherine Murphy: Does that include VAT?

Public Accounts Committee: National Paediatric Hospital Development Board: Financial Statements 2017 (31 Jan 2019)

Catherine Murphy: I would like to discuss the Mater campus because I am very unclear about it. If there are design features that can be incorporated why is that a cost? I do not understand that.

Public Accounts Committee: National Paediatric Hospital Development Board: Financial Statements 2017 (31 Jan 2019)

Catherine Murphy: When this was mooted first, a figure of €450 million was given. The figure then increased to €650 million and then to €983 million. The net figure was €916 million in Exchequer funding from that. Listening to how this has played out, it seems that the detail was only completed last November. This was not an estimate, but rather a guesstimate; not everything was...
