Phil Hogan: Especially as it concerns the nonsense I have listened to for the past 20 minutes. Senator Cullinane said there are no new powers in the Bill. The Bill provides that no separate structures in the future can bypass local government or no services that have been set up can be delivered by a quango, which was the norm under our predecessors.
